MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held on April 17, 2007, at 6:00 p.m.  Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green (arrived after minutes), Tyler Richter, and John Torrey.  Also present:  Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Officer Przymus, City Staff:  Tralice Ellis & Mike Holloway, Jenny Printz, & Cris Allen.

 

AGENDA

Moved by Richter second by Dahlquist to approve the amended agenda.  Aye: all.  Motion carried.

 

MINUTES                                                               

Motion by Richter second by Torrey to approve the April 3, 2007 minutes as presented.  Aye: all.  Motion carried. 

Moved by Dahlquist second by Torrey to approve the April 10, 2007 minutes with the following sentence added to the end of the Planning & Zoning Hearing section:  Testimony from Boydston was considered towards the denial of the permit.  Aye:  all.  Motion carried.

 

DORMANT VEHICLES

The Council instructed the Finance Officer to follow up the letter to the citizen with dormant vehicles at 22794 161st Ave with a phone call.  Explain clean up day is coming and if he would sign a release form we can haul these cars away.

 

DUMPSTER

The Dir. of Public Works reported that Mr. Gimpel would like the dumpster removed from his area, since he feels it is damaging his driveway. The Council instructed Mr. G. Hall to try to find another property in that area to place the dumpster on.  If he is unsuccessful, then letters will be sent to the affected citizens and asked to place their garbage out for individual Tuesday pick up.

 

RADIOLOGICAL

The radiological was up to 14.9 the last test, the maximum is 15.  The test will be rerun to make sure no mistakes were made, since the last test radiological was undetectable. DENR requested the city increase the blending to 60-40.  The software to do this will cost approximately $2500.00.  Mr. G. Hall will find out the names of the other water systems that are failing radiological and what formation they are in.  Councilman Green felt it was time the City start establishing a history on the highs and lows of the radiological tests and try to find some correlations. 

 

VERIZON TOWER

The hearing on the appeal of conditional use permit #07-06 for the Verizon Tower was held at the Court House on April 17, 2007 at 10:30 a.m. Mayor White explained the events that followed.  The City Attorney spoke on the legalities of the denial of the conditional use permit.  Mayor White spoke of the history of the well land from 1987 to present day and encouraged the Commission to allow this tower for the benefit of all the consumers in and around New Underwood.  The Boydston family spoke covering family history, alleged terms attached to the land deed in 1987, and their dislike of the placement of the tower, they would prefer it be placed east a ¼ of mile on 227th Street.  The County Commissioners decided to continue the hearing to May 22, 2007 after more information is obtained from Verizon on the merits of their choice of the placement of the tower, and any other pertinent information.  Mayor White will have a copy of the video tomorrow for the rest of the Council and citizens to watch.  Permission was also given to purchase the audio of the Planning and Zoning Commission meeting, which will also be available to citizens.  Discussion also followed on rural water ordinances pertaining to increased availability fees, impact fees, and user fees.

 

SWIMMING POOL

The Finance Officer presented the annual costs of the pool since opening in 2002 and some pricing from other pools.  Discussion followed on the pros and cons of increasing rates.  Looking at ways to make the department more efficient was also discussed.  After a lengthy discussion with good spectator participation it was moved by Torrey to raise prices as follows:  Daily pass - $3.00/children $5.00/adults; Season Pass -$100.00/Family $50.00/Individual so the people using the pool pay more for the expenses. This motion died for a lack of a second.  Efficiencies will be looked at more closely.  

 

BUILDING PERMIT

BP# 07-05; Slim McNaught; 110 S. Madison; awning.

Motion by Torrey second by Green to approve 07-05.  Aye: all. Motion carried.

 

OTHER ITEMS DISCUSSED:

  1. The Finance Officer presented the governmental funds sheets through March.
  2. City Hall discussion tabled.  Councilman Richter will get an estimate on the electrical. 
  3. The Dir. of Public Works will fix the holes in the alley between “C” Ave. and “B” Ave, since he caused them sewer jetting.

 

Being no further business the Mayor adjourned the meeting at 7:55 p.m.
