MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on July 20, 2021. Present were: Mayor Teresa Hall, Councilmembers: Larry Graham, Tera Hockenbary, Tara Richter and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Pool Manager Jaedyn Finkbeiner, Jon Madsen and Ronnie Racicky. The meeting was called to order by Mayor Hall with the Pledge of Allegiance following.



AGENDA

Motion by Graham seconded by Hockenbary to approve the agenda. Aye: all. Nay: none. Motion carried.



MINUTES

Motion by Richter second by K. Trullinger to approve the July 7, 2021 regular meeting minutes.Aye: all. Nay: none. Motion carried.

PUBLIC WORKS

Mosquitoes were sprayed early this morning by public works staff.



POOL MANAGER

There were approximately 55 kids for swim lessons this year.
The fundraiser was a success with around $2435.00 being received that day.
The pool will be closing for the season August 12, 2021 due to a lack of staff available after that date.
The pool deck floor is getting slippery so will need to be redone and various tools used during swim lessons need to be purchased for next year.

MEETING DATE AND TIME

The Council will review the 2022 Budget at the next meeting, it will start at 5:30 p.m. on August 3, 2021.



PLAT

Jon Madsen informed the Council that a new plat with an 8 ft. utility easement designated on the east side of the property should be received soon from D.C. Scott’s office.



RESOLUTION 21-05

RESOLUTION NUMBER 21-05

WHEREAS a Plat of Lot 1R of Jon Subdivision, located in the SE1/4 SE1/4 of Section 25 and NE1/4 NE1/4 of Section 36, Township 2 North, Range 10 East; and Gov’t Lot 1 of Section 31, Township 2 North, Range 11 East of the Black Hills Meridian, Pennington County, South Dakota, was submitted for the purpose of examination and approval by the governing body, and



WHEREAS it appears that said plat conforms with the system of streets and alleys of the existing plat of said City and additions thereto, and that all municipal taxes and special assessments have been fully paid and that the plat of said lots had been executed according to law, and



NOW THEREFORE BE IT RESOLVED that a Plat of Lot 1R of Jon Subdivision, located in the SE1/4 SE1/4 of Section 25 and NE1/4 NE1/4 of Section 36, Township 2 North, Range 10 East; and Gov’t Lot 1 of Section 31, Township 2 North, Range 11 East of the Black Hills Meridian, Pennington County, South Dakota, was submitted for the purpose of examination and approval by the governing body, and the same is hereby approved, and the Finance Officer, Director of Public Works and the Mayor of New Underwood are hereby authorized to endorse on the plat a copy of the resolution and certify as to its correctness.

Motion by Hockenbary second by Richter to approve Resolution #21-05 when the final plat with the 8 ft. utility easement on the east side of the property is received. Roll call vote. Aye: Graham, Hockenbary, Richter and K. Trullinger. Nay: none. Motion carried.



CITY PARK

Motion by Hockenbary second by Richter to table the proposal from Tanya Jensen, to put a book box at the City Park for people to take a book or to leave a book, until more information can be received. Aye: all. Nay: none. Motion carried.



BUILDING PERMIT

Councilor Graham completed an inspection on the mobile home. Motion by Graham second by K. Trullinger table Building Permit #21-19 for Michelle Antone to move a mobile home onto the lot at 203 S. C Ave. until the skirting is completed on the mobile home that was moved onto the lot at 211 S. C Ave. Aye: all. Nay: none. Motion carried.



WATER ORGANIZATION BOARD

Mayor Gossard attended a meeting of an organization working to find an additional source of drinking water for residents in the western part of South Dakota in the future. She feels it would be beneficial for the City of New Underwood to get in on the ground floor of this opportunity and the fee for being part of this organization will be minimal.

RESOLUTION NUMBER 21-07
CITY of NEW UNDERWOOD
AUTHORIZING RESOLUTION
MEMBERSHIP ON THE WESTERN DAKOTA REGIONAL WATER SYSTEM INC.



WHEREAS, it will benefit the City of New Underwood if someone from New Underwood would be on the Western Dakota Regional Water System Inc., and



WHEREAS, the City of New Underwood will likely need an additional source of water in the future and,



NOW THEREFORE BE IT RESOLVED that the City of New Underwood hereby designates Teresa Hall to be on the Western Dakota Regional Water System Inc.

SPECIAL LICENSE

Motion by Graham second by Hockenbary to approve Special License # 21-14 for Moe’s Bar and Grill at the Community Center for a wedding on September 18, 2021. Aye: all. Nay: none. Motion carried.



AUDIT

The finance office was contacted by Legislative Audit and informed that an audit needs to be completed for the fiscal year 2020 as revenues were in excess of $600,000.00. Motion by Hockenbary second by Graham to approve an audit for the year 2020 and that the finance officer call some accounting firms for cost comparisons for doing this audit. Aye: all. Nay: none. Motion carried.



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
Rattle snakes are out and seem to be abundant. Please stay aware and be safe.
The Labor Day committee requests will be on the next meeting’s agenda for Council consideration.

Being no further business Mayor Hall adjourned the meeting at 6:41 p.m.
