MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on April 1, 2020. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, Tara Richter and Kathy Trullinger (by teleconference). Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Dir. of Public Works Tim Hall, Deputy Jones, Sgt. Harkins, Tera and Lawrence Hockenbary, Monte Sandal, Serena Rice (by teleconference). The meeting was called to order by Mayor Trullinger with the Pledge of Allegiance following.

AGENDA

Motion by Gossard second by Richter to approve the agenda with the addition of the Equalization minutes and the second reading of Ordinance 20-01. Aye: all. Motion carried.



MINUTES

Moved by K. Trullinger second by Graham to approve the March 16, 2020 Board of Equalization minutes, March 17, 2020 regular meeting minutes and March 23, 2020 Special meeting minutes. Aye: all. Motion carried.



FINANCIAL REPORT & BILL LIST

The bill-list, savings sheet and vouchers were presented. Moved by Richter second by Graham to approve the financial reports and the following warrants as presented. Aye: all. Motion carried.

FEEDING SOUTH DAKOTA

Feeding South Dakota will be delivering 60 boxes of food to New Underwood on April 9, 2020. Council members and members of the audience again volunteered to help distribute them.



LAW ENFORCEMENT

Deputy Jones presented his monthly report. He also wants to emphasize that the 15 mph speed limit in the school zone is in effect even when school is not in session.



MAYOR

Mayor Trullinger stated information the 2020 Census gathers is very important to Cities and Counties. As field operations were ceased approximately 50,000 households have not received the forms yet. This Census can be completed online at www.2020census.gov or by calling 1-844-330-2020.
House Bill 1298 can be found on the City website www.newunderwood.com.
City staff will be appointed at the first meeting in May.
Pennington County Equalization does not agree with the local board of Equalization on their decision concerning 104 E. Ash.
RESOLUTION #20-02

After much discussion and good audience participation it was moved by Graham seconded by Richter to extend the restrictions on community gatherings at the City park and Community Center, bars, restaurants, etc. until the next meeting on April 14, 2020 when it will be reconsidered. Roll call vote. Aye: Gossard, Richter, K. Trullinger, Graham. Nay: none. Motion carried.

Definitions

5. Barks, whines or howls unreasonably, Is noisy to the annoyance or harassment of an inhabitant or inhabitants of the City.
“Fowl” Any chicken, duck, goose, guinea fowl, poultry, turkey, or other domestic fowl shall only be kept on land zoned agriculture. Any such fowl present at the passage of this ordinance shall be permitted to remain within the city limits till they either die or are sold. Said fowl cannot be replaced. A maximum of 5 female chickens per residence will be allowed.

2020 ELECTION

Due to the passage of House Bill 1298 all April elections statewide have been postponed until June. Motion by Gossard seconded by Richter to set June 2, 2020 as the date of the municipal election if the Pennington County Auditor agrees to share the Community Center or June 9, 2020 if not. Aye: all. Motion carried.



GOOD SAMARITAN CENTER

Mayor Trullinger has been in contact with staff at the Good Samaritan Center concerning the possibility of using the Community Center if needed as a place for employees to stay. They are considering using the house that was donated to them to begin with.



BUILDING PERMIT

Motion by Gossard seconded by Graham to approve BP #20-04; Dean Poirier; 309 S. A Ave.; 30x28 garage on concrete pad. Aye: all. Motion carried.

Motion by Gossard second by K. Trullinger to approve BP #20-05; Hayden Phibbs; 513 S. B Ave.; fence. Aye: all. Motion carried.



CHICKENS

A citizen had called City Hall asking if a single fence and coop could be shared and built on two adjoining properties with ten chickens total. Motion by Gossard seconded by K. Trullinger to deny as the Ordinance does not allow this. Aye: all. Motion carried.



COMMUNITY CENTER

Motion by K. Trullinger seconded by Richter to get quotes for installing LED or solar lights on the front of the Community Center. Aye: all. Motion carried.



OTHER ITEMS DISCUSSED:

The garbage truck needs an air tank installed then repairs will be complete.
Mike Siegel is back to work full time.
Being no further business Mayor Trullinger adjourned the meeting at 6:33 p.m.
