      MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on January 15, 2014.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Larry Graham, Laurie Holloway, and Kathy Trullinger. Also present: Finance Officer Meri Jo Anderson, Jessica Bellin, Jesica Kusser, and Dianne Trullinger.  The meeting was called to order by Mayor Trullinger.

 

AGENDA

Motion by Buchtel second by K. Trullinger to approve the agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by K. Trullinger second by Holloway to approve the January 8, 2013 minutes as presented.  Aye: all.  Motion carried. 

 

MUNICIPAL GOVERNMENT DAY

February 5, 2014 is the rib dinner with the legislators and on February 6 there are committee meetings  and lunch with legislative program.  The Mayor and Council will all be attending, so special meeting notices will be posted with the statement no official city business will be acted upon.

The Council agreed to have the regular City Council meeting on Thursday February 6 at 6:00 p.m. (The meeting was reopened by the Mayor and re-adjourned by the Mayor to make this decision, since it was not on the agenda.)

 

PUBLIC WORKS

The Mayor reported that the sander is repaired and working now. Tyler Richter sanded by the school and the Mayor and Council thanked him.  Packer is jacked up and the public works is working on fabricating an axle. 

 

LAW ENFORCEMENT

Since this money is budgeted it was moved by Buchtel second by Holloway to donate $200.00 to the CORE program.  Aye: all. Motion carried.

 

FEMA

The Mayor reported that he had signed all three applications for the disaster funds available through FEMA for Storm Atlas. It looks as if we will get all the actual cash we put out refunded to us, since our volunteers more than contributed the 15% we needed for in-kind match.

 

MASTER STREET PLAN

Moved by Graham second by Holloway to table the master street plan until the first meeting in March giving the finance officer time to rewrite the entire comprehensive plan incorporating the new master street plan. Aye: all. Motion carried.

 

SPIKING PERMIT

SP#14-02; American Legion; February 2, 2014 community center.

Motion by Holloway second by Graham to approve this permit.  Aye: all.  Motion carried.

COMMUNITY CENTER COMMITTEE

Motion by Buchtel second by Holloway to appoint Chad Tussing, Scott Buchtel, Amy LaVere, Kimmy Winegar, Jessica Bellin and Jesica Kusser to the Community Center Committee.  Aye: all.  Motion carried. Discussion followed with the members present about the duties and events such as kindergarten celebration, festival of trees, movie nite, roller skating, and that all must be approved by the Council prior to any event being held.  Moved by Buchtel second by K. Trullinger to appoint Jessica Bellin as Community Center Committee Chairman and designated representative who will report to the City Council.  Aye: all.  Motion carried.

 

GARBAGE ORDINANCE

The Council agreed that they would, on a trial basis, try bolting spools to the commercial gray plastic totes to help hold them down.

Moved by Buchtel second by Graham to approve the first reading of Ordinance Number 14-01.  Aye: all.  Motion carried. This amendment to the ordinance clarifies that the user will maintain and be responsible for the all containers.

 

2014 INSURANCE PROPOSAL

Motion by K. Trullinger second by Buchtel to approve the 2014 insurance package for $18,265.00.  Aye: all.  Motion carried.

 

OTHER ITEMS DISCUSSED

1. Governmental Funds Sheets and saving sheet.

2. The Mayor reported a gentleman has complained that his dog was picked up for running at large and taken to Rapid City to the animal shelter, he felt he should have been given the courtesy of a phone call and a chance to come and retrieve his dog.

 

Being no further business Mayor Trullinger adjourned the meeting at 6:40 p.m.
