NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on July 21, 2010.  Present were: Mayor Benita R. White, Councilmember’s: Rikka Buchtel, Michael Green, and Joe Whitney.  Absent: Dahlquist.   Also present and late arrivals were: Dir. of Public Works Greg Hall, Finance Officer Meri Jo Anderson, Deputy McPherson, Sgt. Weber, Wes Flint, John Torrey, and Rory Pischer.

Moved by Green second by Buchtel to approve the agenda.  Aye: all. Motion

carried.

MINUTES                                                               

Moved by Green second by Dahlquist to approve the July 7, 2010 as presented.  Aye: all.  Motion carried.

PUBLIC WORKS

Mr. Hall presented his written report:  patching, chip sealing, repair meters, fix equipment, garbage, etc.

A sign of no yard waste or wood will be put on the dumpsters.  A dumpster will be moved back to original spot.

LAW ENFORCEMENT

Deputy McPherson presented his written monthly report for June.  July has been an active month so far.  He is investigating a four wheeler theft and a vehicle vandalism that occurred when he is on vacation.

ORDINANCE NUMBER 10-02

Ordinance Number 10-02 received its second reading.

AN ORDINANCE TO AMEND ARTICLE III; UTILITY ORDINANCE #1 – WATER;  SECTION 16 – RURAL USERS

Add to item 1: (addition underlined)

1.                  All costs associated with joining the City of New Underwood water system will be borne entirely by the customers. The original installation of mains or extending mains will be borne entirely by the customers, unless the customer requesting municipal water service is another taxing entity, and then the City Council may, on an individual basis, cost share the project with the other taxing entity, and all mains will become property of the City of New Underwood.  Mains will be a minimum of six inches, the exact size will be determined by the City Council.  Mains will be placed in dedicated right of way whenever possible.  (Refer to section 2 on service lines).  The New Underwood City Council will have total control over the exact location of water mains.

Motion by Buchtel second by Whitney to approve the second reading of ordinance number 10-02.  Discussion with the audience followed.  Roll call vote.  Aye:  Buchtel, Green, and Whitney.  Nay: none.  Motion carried.

SECONDARY LINE

Getting a secondary line from well # 2 into the main part of the City was again discussed.  The Mayor will check with DOT to plan the boring.

VIOLATION LETTERS

The City will still have to send out the radiological violation letters, even though with the new system we have removed the radiological contaminates, until four quarters average the acceptable contaminant level.  The test this quarter showed 226/228 non detectible (max level accepted is 5) and gross alpha was 2.3 (max level acceptable is 15).  The Dir of Public Works hopes with the next passing test we can below the four quarter average so we will be passing.

BUILDING PERMITS

Building Permit #10-13; Stanley Joe Whitney; 117 S. “B” Ave; fence.

Motion by Green second by Buchtel to approve this permit.  Aye: all.  Motion carried.

ORDINANCE NUMBER 10-06

Ordinance Number 10-06 received its first reading.  This ordinance was to consider raising salaries back to $50.00 a meeting.  Motion by Whitney second by Buchtel to approve the first reading.  Aye:  Buchtel and Whitney.  Nay: Green.  Motion did not carry.

APPRAISAL BOARD

Motion by Green second by Whitney that the Council set as an appraisal board for 2010 surplus property.  Aye: all.  Motion carried.

RESOLUTION NUMBER 10-04

Resolution Number 10-04 was introduced.

BE IT RESOLVED by the New Underwood City Council that the following property be declared surplus:

O’Brien Sewer Jet Model SJ-3; 25 KVA Generator 3 cyl. Detroit Diesel; Pallet of conduit; Pallet of Doors; Pallet of 2X4’s; Pallet of Corrugated Tin (20) 6’; Pallet of tin brown and galvanized (15) 16’ & (11) 20’; 12’ wooden table; 3’ square table; kerosene steam cleaner; carpet cleaner; American Stove Co. propane stove; Dearborn Propane Stove; Blue propane stove; brown propane stove; 11 roller chairs; 2 wooden chairs; base station and hand held radio; large safe; 45 RPM records (aaprox. 200) centennial coffee cups (4 cases) – 18 volt dewalt drill; Texaco porcelain sign; 500 gal. propane tank top fill; 250 gal. propane tank end fill.

2.      50 students in swim lessons this session.

3.      Putting in booster pumps to pressurize the hydrant to the north.

4.      Tabled amending the liquor ordinance to include the 2010 state legislature changes.

Being no further business the Mayor adjourned the meeting at 6:55 p.m.
