MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on April 20, 2016. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Laurie Holloway, and Kathy Trullinger. Absent: Rikka Buchtel. Also present: Meri Jo Anderson, Finance Officer, Tim Hall, Dir. of Public Works, Ron Racicky, Fire Chief, Dustin Willett, Steve Griesert, Karin Shoemaker, Bill Richter, Teresa Gossard, Tyler Richter, Kim Jensen, and Dianne Trullinger.

 

AGENDA

Motion by L. Graham second by L. Holloway to approve the agenda. Aye: all. Motion carried.

 

MINUTES

Moved by L. Holloway second by Graham to approve the April 6, 2016, minutes as presented.  Aye: all. Motion carried. 

 

SAFETY BENEFITS

The Mayor, Mr. Hall, and the Finance Officer met with Todd Everson of Safety Benefits who was conducting an inspection of all city owned property. His recommendations for improvements will be presented to the Council when they are received.

 

CITY PARK

The wood swing set needs to be removed immediately, since it is a hazard, and wood chips will be placed in the park for cushioning.

The fence on the south side will be repaired by the public works staff.

On Friday the Student Council will be planting some of the trees we received from the Plantsmyth through the Modern Woodmen Grant. And thank you to all of them and Ruth Ekern for putting this together.

Discussion followed to hire TruGreen or Warne Chemical to spray the park with sterilization on the pea rock areas and weed and feed for the lawns. After much input from the audience, it was moved by Graham second by Holloway to hire Warne Chemical to do this project. Aye: all. Motion carried.

 

SIREN

Dustin Williett, Director of Pennington County Emergency Management, spoke about the need to upgrade the siren in New Underwood to make it more effective. After discussion it was moved by Holloway second by K. Trullinger to move forward with the city cost share of $1,075.00 by preparing a supplemental budget ordinance for the next meeting to get this expenditure in the 2016 budget, so we can pay our 25% cost share of this update. Aye: all.  Motion carried. 

HOUSING NEEDS STUDY

Steven H. Griesert, Community Partners Research, Inc., presented & went over the Housing Needs Study that the city had ordered using a grant from SD Housing to cost share this project. The study will be used by the city and Economic Development to advance the growth of the city using the suggestions provided. The study encompassed demographic and projection data, existing housing data, rental housing inventory, employment & local economic trends, and the findings and recommendations. The Mayor and Council thanked him for his work and input.

 

NORTH “C” AVE

Councilor Graham helped Mr. Gossard measure culverts and they felt they could do this project under the budget of $30,000.00. Motion by K. Trullinger second by Holloway to hire Gossard Dirtwork to commence with the reconstruction of North “C” Ave.  Aye: all.  Motion carried.

 

BUILDING PERMIT

BP#16-07; Harry’s Hideaway; 16092 Hwy. 1416; addition and deck.

Motion by Graham second by K. Trullinger to approve this permitas long as set backs are met. Aye: all.  Motion carried.

 

OTHER ITEMS DISCUSSED:

  1. The Cleanup Day is set for April 23, and April 24, 2016, with the dump being open from 8:00 A.M. to 4:00 P.M. and each household allowed to dump four tires.

  2. The Pet Clinic is also scheduled for April 23, 2016, from 10:00 A.M. to 12:00 noon with Dr. Vicky Cook of the Cook Veterinary Clinic.

  3. Governmental Funds Sheets were presented to the Council.

  4. Mr. Hall reported that the EZ street patch material has been delivered and he ordered a truck load extra this month, and plans on starting next week.

     

    Being no further business Mayor Trullinger adjourned the meeting at 7:38 P.M.
