Minutes December 16, 2015
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on December 16, 2015. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Laurie Holloway, Kathy Trullinger and Rikka Buchtel. Also present: Meri Jo Anderson, Finance Officer, Tim Hall, Public Works Supervisor, Deputy McPherson, Hanna & Bono Buchtel, Randy Madsen, and Dianne Trullinger.
PUBLIC HEARING TRANSFER LIQUOR LICENSES, 2016 LIQUOR LICENSES
A public hearing was held on transferring the following 2015 liquor licenses from Kim Karp; Twizted Tavern to Randall H. Madsen; 16098 Highway 1416.; Retail Liquor (on sale). Also the on sale liquor licenses for 2016 for Randall H. Madsen; Corner Bar; 524 S. “A” Ave. No one presented themselves to voice any objections to this transfer or the on sale liquor licenses for 2016. The Mayor adjourned the hearing at 6:05 p.m.

MINUTES
Moved by Graham second by Buchtel to approve the December 2, 2015 as presented. Aye: all. Motion carried.
PUBLIC WORK
- The handicap signs at Community Center are up.
- Snow removal equipment has been busy.
- Still on well #1.

Thanks to Galen Niederwerder, Tim McGriff, and Kenny Lee for setting up the Manger Scene outside the Community Center.
Also thanks to Charles Shaaf, Larry Graham, Daryl Anderson, Dusty Merchen, and others we might have missed, for their help with the snow removal today, and also the public works staff.
COMMUNITY CENTER LIGHTING
The best choices for lighting in the Community Center. The Council agreed the LED light fixtures were the most advantageous choice. Motion by Buchtel second by Holloway to allot approximately $6,000.00 to purchase these fixtures. Aye: all. Motion carried.
SNOW REMOVAL
Discussion on changing the snow removal policy and putting Good Samaritan to the top of the list followed. The Council agreed the policy will stay as is, but Mr. Hall will make a more conscious effort to get one path clear on Madison all the way to 1416.
WELL BREAK DOWN
Kim Taylor of Taylor Drilling has ordered the parts and is still awaiting the well head. Councilor Graham reported Mr. Gossard said the signway filter we ordered is doing an excellent job for Viewfied Water System.
CONSIDERATION OF LIQUOR LICENSES
Transfer 2015 on-sale liquor license from Kim Karp dba Twizted Tavern to Randall H. Madsen dba Corner Bar; 524 S. “A” Ave; RL-5755. Motion by Buchtel second by Holloway to approve this transfer, since no objections were received. Aye: all. Motion carried.
2016 Liquor License for Randall H. Madsen; Corner Bar; 524 S. “A” Ave; On-sale liquor license. Moved by Graham second by K. Trullinger to approve this 2016 licenses, since no objections were received. Aye: all. Motion carried.
2016 On-Off Sale Wine License for Randall H. Madsen was withdrawn by the applicant.
BUILDING PERMIT
BP#15-2; Marlene Swanson Mecca; 419 S. Janklow; Move On Mobile Home
Moved by K. Trullinger second by Holloway to approve this permit. Aye: all. Motion carried.
OTHER ITEMS DISCUSSED:
The Finance Officer presented the governmental funds sheets and made a report on the SDML Board Meeting.
Annual SDML Rib Dinner on February 3.
A get together, with cake and ice cream will be held at the Community Center on January 13 from noon to three, to celebrate Meri Jo Anderson being named President of the South Dakota Municipal League.
North “C” Ave project will be pursued by Gossard Dirtwork in the spring.
Being no further business Mayor Trullinger adjourned the meeting at 6:40 p.m.
