Minutes May 18, 2016
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on May 18, 2016. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Laurie Holloway, Karin Shoemaker, and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Officer, Tim Hall, Dir. of Public Works, Deputy McPherson, and Dianne Trullinger.
AGENDA
Motion by Gossard second by Holloway to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by K. Trullinger second by Shoemaker to approve the May 4, 2016, minutes as presented. Aye: all. Motion carried.
PUBLIC WORKS
They got the pool up and running.
He has repaired the sprinkler system.
They have started patching, and will go through the town getting the worst spots and if any left start over again.
Mr. Hoffman’s last day was Tuesday, so we are still looking for a replacement.
Mr. Hall has hired one summer worker and is looking for another.
513 S. “A” AVE
The finance officer spoke to Penn. Co. Equalization and the mobile home has been taken off the tax roll at 517 S. “A” Ave. The Penn Co. Treasurer had $208.93 in back taxes due and a distress warrant had been issued. We could either hire the city attorney to talk to the States attorney or just pay the back taxes to remove the stress warrant or pay it so this mobile home can be moved. The Council agreed the distress warrant should be paid since this was the least expensive of the two options. The Finance Officer explained that both County departments agreed the mobile home can now be removed.
NORTH “C” AVE
The council was presented with a copy of the City ordinance that states that landowners must pay for their own culverts. The new culverts that are being installed on N. “C” Ave reconstruction will be billed to each landowner. The Council agreed that the property owners may keep their old culverts if they so desire.
OATHS OF OFFICE
The Mayor gave the oath of office to City Attorney Beesley over the phone with the finance officer witnessing.
SUPPLEMENTAL BUDGET ORDINANCE
Sup. Bud. Ordinance Number 16-01 received its first reading (adding monies to the 2016 budget to cover the siren, furnace repair, asphalt, & housing study). Motion by Holloway second by Gossard to approve the first reading. Aye: all. Motion carried.
SEWER AVAILABILITY
Sewer Availability #16-01; Gary Howie; 16092 Hwy. 1416
Moved by K. Trullinger second by Holloway to table this request until more information is obtained. Aye: all. Motion carried.
OTHER ITEMS DISCUSSED:
Governmental Fund Sheets presented.
The Sami Jo Pool is filled and getting ready to open on May 27.
The Honor Society has planted the five trees in the park that were purchased with the Modern Woodmen grant monies.
Mayor Trullinger sent an abatement on dogs running at large.
Mr. Hall applied for the renewal of the restricted use permit at the New Underwood Landfill (dump).
The written report from Safety Benefits was presented to the Council and the preventative measures the City will take will be presented later.
Being no further business Mayor Trullinger adjourned the meeting at 6:34 P.M.
