MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held on October 18, 2006 at 6:06 p.m.  Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey.  Also present: The Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Officer Pryzmus, and Jack Trullinger.

Moved by Green second by Richter to approve the agenda.  Aye: all.  Motion carried.

MINUTES                                                                

Motion by Dahlquist second by Torrey to approve the October 20, 2006 minutes as presented.  Aye: all.  Motion carried. 

FINANCIAL REPORTS                                                                                 

The Finance Officer presented the governmental funds statements.

The Finance Officer will check on interest rates for taking out a loan for the Crosbie Building purchase instead of depleting the savings account.

AUCTION

The Dir. of Public Works requested a check to purchase some of the items at the Crosbie sale.  Motion by Richter second by Dahlquist to approve this request.  Roll call vote.  Aye:  Dahlquist, Green, Richter, and Torrey.  Nay: none.  Motion carried.

LAW ENFORCEMENT

Officer Pryzmus gave his written monthly report and discussion followed about the report.  The people enjoyed the old sheriff car in the homecoming parade.  Bicycle safety course was a success and will be held again in the spring.

CENTENNIAL MEETING

The Mayor reported on the Centennial meeting. An ad will be coming out in the paper to vote for when the 2008 celebration should be held:  4^th of July or Labor Day.  The Council instructed that a separate account be set up for the Centennial for proper accounting of monies.  The Council also pointed out that all final decisions for the celebration will be the City Council’s. 

RADIOLOGICAL

Blending the wells has produced acceptable limits for the radiological problem with the water.  We are below the maximum contaminant level of 5 picocuries per liter on 226/228 and below the maximum contaminant level of 15 picocuries per liter on the gross alpha. Now we must have three more good quarters of acceptable reports to pass through the violation.  The City will continue to monitor quarterly and report the results to the Council.

Motion by Richter second by Green to approve building SP#06-15.  Aye: all.  Motion carried.

COMMUNITY CENTER

Bill Richter - Lions Club - Use Community Center Nov. 11 - American Legion      Memorial Dedication – Luncheon

Motion by Torrey second by Richter to approve.  Aye: all.  Motion carried.

PTO – Use Community Center October 31 – Hot Chocolate for Trick Or Treaters

Moved by Torrey second by Richter to approve.  Aye:  all.  Motion carried.

The use of the community center needs some new guidelines, parameters, and a set policy.  The old policy was no one uses for free that is not associated with the City, so the Council will revisit this issue and set the new guidelines and new charges.  They discussed set amount to be donated and when that is gone no more giving it away, a reduced rate for these clubs, must be a 501 corporation, and going back to old policy. 

BUILDING PERMITS

BP#06-41; Robert Goodman; 504 S. “C” Ave; shed & lean-to

       06-42; Larry Graham; 108 N. “B” Ave; garage (requests variance on set backs) 

Motion by Torrey second by Dahlquist to approve building permit 06-41.  Aye: all.  Motion carried.

Moved by Torrey second by Dahlquist to approve 06-42 & variance pending written approval from the adjacent land owner.  Aye: all.  Motion carried.

CITY COUNCIL MEETINGS

Changing City Council meetings to Tuesday or Thursday (Due to EMT classes).

The Mayor recommended changing the meeting date to the first and third Tuesday starting in January through May.  Councilwoman Dahlquist has a conflict on March 20 and May 7.  The Council agreed these dates could be changed.  Moved by Richter second by Green to take the Mayors recommendation of Tuesdays starting January due to the EMT classes.  Aye: all.  Motion carried.

SUPPLEMENTAL BUDGET ORDINANCE

Supplemental Budget Ordinance Number 06-09 received its first reading.  Motion by Richter second by Torrey to approve the first reading of Ordinance 06-09.  Aye:  all.  Motion carried. 

OTHER ITEMS DISCUSSED THROUGHOUT MEETING

1. Councilman Richter reported that Travis Madsen will move the fuel tank.
2. City Hall renovation tabled.
3. Geothermal at the Community Center tabled.
4. Complaint on DME leaving engines running.  The Council agreed not to send a letter.
5. Complaint on the large amount of trucks going through the City.  No action taken.
6. The nuisance was abated by securing the building on “A” Ave. 

 Being no further business the Mayor adjourned the meeting at 7:16 p.m.
