                              MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

  

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on June 23, 2010.  Present were: Mayor Benita R. White, Councilmember’s: Rikka Buchtel, Jackie Dahlquist, and Joe Whitney.  Absent:  Green.   Also present: Dir. Public Works Greg Hall, Finance Officer Meri Jo Anderson, Cris Allen, Marvin Rask, John Torrey, and Rory Pischer.

Moved by Dahlquist second by Whitney to approve the agenda.  Aye: all. Motion

carried.

 

MINUTES                                                               

Moved by Whitney second by Dahlquist to approve the June 2, 2010 minutes as presented.  Aye: all.  Motion carried.

 

PUBLIC WORKS

The Dir. of Public Works presented his written report.  The staff has been working on mowing, repairs, WRT system alarm, old City Hall demolition, sewer jetting culverts.  He also reported that two of the public works staff now have their CDL’s. 

 

SAMI JO POOL

Aquatic Director, Cris Allen, reported the attendance has been high; lessons have begun; & adult swim is growing.  Discussion followed on trying adult swim Tuesday thru Friday, the Council felt this should be tried for two weeks.  The Council would also like a donation jar set up at the pool, this money going to pay for the extra hours to have a guard on duty for the evening hours.

 

RADIOLOGICAL

Draw down request:  WRT - $19,130.00.  Motion by Buchtel second by Dahlquist to approve this request.  Roll call vote.  Aye:  Buchtel, Dahlquist, and Whitney. Nay: none.  Motion carried.

ARTICLE VI - TRAFFIC CONTROL

 

F.  SUPPLEMENTAL - GOLF CARTS

 

BE IT ORDAINED BY THE Common Council for the City of New Underwood that the laws for golf carts within the City shall be as follows: 

 

Section 1. for the purposes of this Ordinance, the term, golf cart, means a four wheeled vehicle originally and specifically designed and intended to transport one or more individuals and golf clubs for the purpose of playing the game of golf on a golf course.

Section 2. The City of New Underwood hereby permits the use of golf carts on the municipal streets of the City of New Underwood, subject to the following:
1. The golf cart is to be insured;
2. The person operating the golf cart shall hold a driver's license;
3. The person operating the golf cart shall obtain a permit from the City of New Underwood to operate the golf cart on municipal streets; the fee for said permit shall be $25.00.
4. The golf cart shall be required to display a slow-moving vehicle emblem in accordance with SDCL 32-15-20 or a white or amber warning light in accordance with SDCL 32-17-46.

Section 3. No person may operate a golf cart on a state or county highway except for crossing from one side of the highway to the other. A golf cart may cross the highway at a right angle, but only after stopping and yielding the right-of-way to all approaching traffic and crossing as closely as possible to an intersection or approach.

Section 4. Failure to abide by either Section 2 or Section 3 of this ordinance shall be deemed a Class 2 misdemeanor

AN ORDINANCE TO AMEND ARTICLE II GENERAL; SECTION VII MAYOR & COUNCIL SALARY.

 

BE IT ORDAINED by the Common Council for the City of New Underwood that Article II General ; Section VII Mayor & Council Salary; be amended:

 

2.  The Alderman’s salary will be $30.00 for each meeting attended, to be paid every two months to every 12 months, at the preference of each Council person.

AUDIT

Casey Peterson & Associates drew up an audit service proposal and it was presented to the Council, The price of the audit is $9,000.00, which will be budgeted for.  Motion by Whitney second by Dahlquist to approve this company for the audit, contingent upon the Department of Legislative Audits written approval. Roll call vote.  Aye:  Buchtel, Dahlquist, and Whitney.  Nay: none.  Motion carried.

 

PENNINGTON COUNTY SHERIFF

Pennington County Sheriff Contract tabled, since the contract has not been received. The Mayor explained the reasons negotiations were started.  Questions on contract price, hours in and out of the City limits, and scheduling of days, were all brought up the last few months.  The pricing is the same formula in all the Cities in Pennington County, so the only options on lowering the price is the hours the City contracts for. Scheduling of the days and hours worked can be decided in house with the City.  

  

Other items discussed:

1.      The monthly governmental funds sheets were presented.  The Finance Officer explained to the Council that we will start the budget process in July.

2.      The public Works staff will spray Mosquitoes prior to the 4th of July. 

3.      Landowners mow the ditches by their houses, but if they don’t, the City does come by and mow them, when they have time. 

4.      Drainage channels will be mowed when it dries up.

5.      Tabled until a full Council: Ordinance #10-02 (amend rural water ordinance to aid other taxing entities at discretion of Council).

6.      The secondary line is on the agenda with DENR June 24th to be placed on the State Water Plan.

7.      Pennington County Water Availability tabled until a signed request with payment is received.

8.      DENR water system on-site evaluation was performed on May 25, 2010 and this report was presented to the Council.

9.      Michael Green owning two residences.

10.  Items brought in by a citizen in attendance to put on the agenda for the July 7 meeting:  Banning horse riding in New Underwood and the pricing on the watersalesman.

 

 

Being no further business the Mayor adjourned the meeting at 6:55 p.m.
