MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held on January 2, 2007, at 6:00 p.m. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey. Also present: The Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Officer Przymus, Tony Ascrizzi, and Mike Holloway. Arriving later: Albert Crosbie.
AGENDA
Moved by Dahlquist second by Richter to approve the agenda. Aye: all. Motion carried.
MINUTES
Motion by Torrey second by Dahlquist to approve the December 20, 2006 minutes as presented. Aye: all. Motion carried.
FINANCIAL REPORT & BILLIST
The Finance Officer presented the financial reports, bill-list and vouchers. Motion by Green second by Torrey to approve the financial reports and the following warrants as presented. Aye: all. Motion carried.

COMMUNITY CENTER
Bill Tines offered to donate his labor and pour the concrete slab on the east side of the Community Center for the grills some time this spring. (He did this for the west side of the Community Center also.) The Council agreed to this offer and thanked him.
LAW ENFORCEMENT
Officer Przymus presented his written monthly report and handed out pamphlets about neighborhood watch.
GOSSARD STATION
Discussion followed on whether this property would be warranty deeded or quit claim deeded when the bid is awarded. Motion by Torrey second by Richter the City provide title Insurance and issue a warranty deed on the Gossard Station. Aye: Richter and Torrey. Nay: Dahlquist & Green. Mayor White broke the tie by voting Aye. Motion carried. For the ones voting nay – the price of the title insurance was a concern.
Green moved to amend this motion by adding the following: at a cost that does not exceed $250.00. Aye: all. Motion carried.
GRAVELING ALLEYS
Sarah Hansen requested the City gravel her alley. The City policy has been that the landowners can gravel alleys at their own expense. Mayor White stated she would like to see the alleys graveled and the dumpsters put in the alleys, if we could get property owners to give permission to put the dumpsters on their property, since the garbage truck does not have room to maneuver in the alley alone. Motion by Green second by Torrey that the policy stay the same – the property owner has permission to hire a contractor that does this and the City will inspect to make sure the drainage remains. Aye: all. Motion carried.
ELECTION BOARD AND COMBINED ELECTION
Moved by Dahlquist second by Torrey that Connie Carmichael, Donna Rankin, and Leona Oberlander be appointed as the 2007 election board and that the City & School combine their elections to be held on April 10th. Aye: all. Motion carried.
SPIKING PERMIT
SP07-01; Meri Jo Anderson; January 13, 2007
Motion by Richter second by Torrey to grant this permit. Aye: all. Motion carried.
EXECUTIVE SESSION
Motion by Dahlquist second by Green to go into executive session at 6:38 p.m. to discuss legal matters and contract negotiations with a landowner.
Moved by Torrey second by Green to adjourn the executive session and return to regular session at 7:32 p.m. Aye: all. Motion carried.
CROSBIE AGREEMENT
The attorney will be contacted on the proper procedure to follow to accomplish what the Council wants. Motion by Richter second by Torrey to grant a 30 day extension for now, on the Crosbie agreement. This extension will only be granted if verification of progress is received by the title company this week releasing specific encumbrances. Roll call vote. Aye: Dahlquist, Green, Richter, and Torrey. Nay: none. Motion carried.

Being no further business the Mayor adjourned the meeting at 7:43 p.m.
