MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on December 19, 2018. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, and Karin Shoemaker. Via teleconference: Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Dir. of Public Works, Tim Hall, Marvin Rask, Keith Karp, Danny Hall, Rod Crosbie and Serena Rice. The meeting was called to order by Mayor Trullinger. AGENDA Motion by K. Trullinger second by Graham to approve the agenda. Aye: all. Motion carried. MINUTES Motion by Gossard second by Shoemaker to approve the December 5, 2018 minutes as presented. Aye: all. Motion carried.
PUBLIC WORKS
Mr. Hall drove the garbage truck to Sioux Falls for repairs on Tuesday and returned Thursday.
Christmas lights have been put up.
MAYOR
A letter about removing an obstruction to a water meter was sent. Per city ordinance water meters must be accessible at all times to the City.
Andrea Eddy and family donated food items that were brought as gifts for her daughter’s birthday party to the food pantry at City Hall.
CONTINGENCY FUND
Mayor Trullinger explained there has been an increase in the fee for WRT this year. Motion by Gossard second by Graham to approve the contingency fund transfer to the following account: 601/433/433.3 (water purification) - $2,500. Aye: all. Motion carried.
WATER ORDINANCE CLARIFICATION
After careful consideration, the Council does not believe that the utility ordinance specifies that the land owners of mobile home parks should be responsible for overdue water bills of the mobile homes. A rewrite of the Utility Ordinance wording to clarify who’s responsible for the past due bills will be presented at the next meeting.
WATER RIGHTS
The City has responded to the request from DENR for the seven year review of Future Use Water Permit No. 1780-2. The notices for this permit will be published after the first of the year and scheduled for review by the Water Management Board.
OTHER ITEMS DISCUSSED:
The Governmental fund sheets were presented by the Finance Officer. The Council stated the donations made to the food pantry by Andrea Eddy and her family is impressive and thanks the family for them.
An email from Tim Goodwin and Julie Frye-Mueller was included in the packets and the Mayor and Council found it to be very informative about the way the legislature works on bills.
The Mayor, Council and staff plan to attend the Legislative Rib Dinner on February 5 and Committee meeting on February 6, 2019 in Pierre.
Season’s greetings to the residents of the City of New Underwood will be published in the next issue of the Courant from the Mayor, Council and staff.
Pastor Jake Julson put the nativity scene and straw bales up at the Community Center. The Council thanks him for this.
Being no further business Mayor Trullinger adjourned the meeting at 6:10 p.m.
