Minutes November 18, 2015
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on November 18, 2015. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Laurie Holloway, Kathy Trullinger and Rikka Buchtel. Also present: Meri Jo Anderson, Finance Officer, Marvin Rask, Randy Madsen, Kim Karp, and Dianne Trullinger.
PUBLIC HEARING TRANSFER LIQUOR LICENSES, 2016 LIQUOR LICENSES, WINE LICENSE
A public hearing was held on transferring the following liquor licenses from Ray Dvorak; Country Stores, Inc. (BJ’s) to Chris Dvorak; Dvorak Convenience Stores, Inc; 16098 Highway 1416.; Package & Retail Liquor (on & off sale). Also the on – off sale liquor licenses for 2016 for Dvorak Convenience Stores. No one presented themselves to voice any objections to this transfer or the on-off sale liquor licenses for 2016.
Following was the Wine License for Randy Madsen; Corner Bar; 524 S. “A’ Ave. No one presented themselves to voice any objections to this wine license.

Motion by Graham, second by K. Trullinger to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by Holloway, second by Buchtel to approve the November 4, 2015 with the following correction: 2016 Liquor Licenses instead of 2015. Aye: all. Motion carried.
THANKSGIVING BASKETS FOR THE FOOD PANTRY
Patricia Tutsch, Modern Woodmen, has donated 10-15 baskets with all the fixings for Thanksgiving, minus the turkey, for the food pantry. Anyone needing a basket please pick one up at City Hall.
PUBLIC WORK
- Mr. Hall is taking certifications in Sioux Falls.
- The fuel tanks are filled.
HOUSING NEEDS STUDY
The Finance Officer applied for the grant to perform a housing needs study, and this grant was awarded to New Underwood. The Mayor, Councilor Graham, and the Finance Officer will meet with the people conducting the research this week.
REMOVING MOBILE HOME AT 517 S. “A’ AVE
Mayor Trullinger reported that the wheels we borrowed from Randy Madsen are now on the mobile home, and we await Danny Hall to move it.
WELL BREAK DOWN
Kim Taylor of Taylor Drilling will pull the pump on the north well on Friday, weather permitting, hopefully it is the wires again, we will continue on the south well until north well fixed.
Mayor Trullinger requested we purchase a chlorine pump for the south well and pump heads and parts not to exceed $1200.00. Motion by Graham second by Holloway to approve this expenditure. Aye: all. Motion carried.
DUMP
The Mayor reported that people have continued to dump illegal items at the dump. Our permit is up for review in 2016 and they will not renew if we continue to have the same violations. The Mayor and Council agreed that starting December 1, 2015 the dump will only be open during business hours, the key will not be given out for the week-end or for even a day, and each load will be inspected.

Transfer Licenses fromRay Dvorak dba Country Stores, Inc to Chris Dvorak dba Dvorak Convenience Stores, Inc; BJ’s Country Stores; 16098 Hwy 1416; PL-4766 & RL-5885. Motion by Holloway second by Buchtel to approve this transfer, since no objections were received. Aye: all. Motion carried.
2016 Liquor License for Dvorak Convenience Stores, Inc. 16098 Hwy 1416; Package & on sale liquor licenses under Chris Dvorak. Moved by Graham second by K. Trullinger to approve these 2016 licenses, since no objections were received. Aye: all. Motion carried.
2016 On-Off Sale Wine License Randall H. Madsen; Corner Bar; 524 S. “A” Ave Motion by Buchtel second by Holloway to table at Randy Madsen’s request. Aye: all. Motion carried.
2016 license renewal for Kim Karp; Twizted Tavern; 520 S. “A” Ave; renewal RL-5755. Kim Karp requested this license be tabled. (She did fill out an affidavit to take to her attorney for his approval.)
Motion by K. Trullinger second by Buchtel to table this license. Aye: all. Motion carried.
BUILDING PERMITS
BP#15-26; Laurie Holloway; 513 S. “B” Ave; Storage Shed
Moved by K. Trullinger second by Graham to approve this permit. Aye: Buchtel, Graham, Trullinger. Abstain: Holloway. Motion carried.
OTHER ITEMS DISCUSSED:
The Finance Officer presented the governmental fund sheets and the report she did on the National League of Cities Conference in Nashville she attended last week.
The Mayor sent out a bill for curb stop repairs.
North “C” Ave. Project tabled.
Being no further business Mayor Trullinger adjourned the meeting at 6:28 p.m.
