MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on December 15, 2020. Present were: Mayor Teresa Gossard, Councilmembers: Larry Graham, Tera Hockenbary, Tara Richter and Kathy Trullinger. Also present: Kristi Pritzkau, Finance Officer, Public Works Director Tim Hall, Danny Hall and Travis Lassiter. The meeting was called to order by Mayor Gossard with the Pledge of Allegiance following.



AGENDA

Motion by Graham seconded by K. Trullinger to approve the agenda. Aye: all. Nay: none. Motion carried.



MINUTES

Motion by Hockenbary second by Richter to approve the December 1, 2020 minutes. Aye: all. Motion carried.



PUBLIC WORKS

Due to the COVID-19 virus, installation of the outside security lights in front of the Community Center has been postponed. Mr. Hall will get the split light put up to illuminate the front of the Community Center in the interim.
INTERSECTION OF 161ST ST AND HWY 1416

The County stated that the yield sign at the intersection of 161st St. and Hwy. 1416

was mistakenly replaced with a stop sign by the contractor hired to update the street signs on the County roads. It will be changed back to a yield sign.



SUPPLEMENTAL BUDGET ORDINANCE

Supplemental Budget Ordinance #20-09 received its second reading.

SUPPLEMENTAL BUDGET ORDINANCE



BE IT ORDAINED by the New Underwood City Council that the following amounts be appropriated to the 2020 budget to meet the obligations of the municipality: Swimming Pool – 101/454/425 (Repair and Maintenance) – $500.00; Means of finance: unappropriated donations, Elections 101/413/426.00 (supplies and materials) – $25.00; Means of finance: unexpended funds from the 2019 Election and Public Works 200/212/430.1 (asphalt) – $9000.00; Means of finance: unappropriated 2nd penny tax funds.

Motion by Graham second by Hockenbary to approve the second reading of Supplemental Budget Ordinance #20-29. Roll call vote. Aye: Graham, Hockenbary, Richter and K. Trullinger. Nay: none. Motion carried.



BUILDING PERMITS

Motion by Graham second by Richter to approve BP # 20-29 for Sara Hansen at 205 E. Oak to enclose back porch to extend kitchen pending payment, BP # 20-30 for Shirley Joy at 105 S. C Ave for addition to the west side of house with a breezeway and to replace a shed with 5’ x 10’ shed pending payment and BP #20-31 for Roxana Kursave for a move off permit for the removal of the addition at 102 S. D Ave. All construction meets setbacks. Aye: all. Nay: none. Motion carried.



DISTRICT MEETING 2021

A survey requesting the Council and Mayor’s thoughts on whether to have the District meetings in person or by a teleconference. It was stated by all that in person was preferred and that personal safety measures could be implemented as needed.



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented. It was mentioned that the Sales tax revenue is up considerably compared to previous years.
Public Surplus has not yet sent a signed copy of the adjusted contract specifying no fees will be due from the City when items are sold using their site.
A resident requested to talk to Mr. Hall about water.
EXECUTIVE SESSION

Motion by Graham second by Hockenbary to go into executive session at 6:15 p.m. as per SDCL 9-34-19; Exemption of documentary material and data involving trade secrets, etc. from disclosure. Aye: all. Motion carried.



Mayor Gossard adjourned the executive session at 6:32 p.m. and reconvened to regular session.



Being no further business Mayor Gossard adjourned the meeting at 6:32 p.m.
