A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on February 16, 2011.  Present were: Mayor Dahlquist, Councilmember’s: Rikka Buchtel, Russ Tiensvold and Joe Whitney.  Absent:  Michael Green. Also present: Dir. Public Works Greg Hall, Public Works Supervisor John Bale, Finance Officer Meri Jo Anderson, Deputy McPherson, Sgt. Brubakken, Sheriff Thom,   John Torrey, Tralice Ellis, Dena Whitney and Cris Allen.  The meeting was called to order by Mayor Dahlquist.



Moved by Whitney second by Buchtel to approve the agenda.  Aye: all. Motion




Moved by Tiensvold second by Buchtel to approve the February 2, 2011 minutes with the following correction:  under general WREA should have been 1768.86 instead of 1738.86. Aye: all.  Motion carried.



Deputy McPherson thanked the Council for the donation to the Tri-County drug and alcohol program and then introduced Sheriff Kevin Thom.  Sheriff Thom explained his background and was open to any questions.



Mr. Bale presented his written semi-monthly report.  They have been jetting culverts, garbage, demolition of old city hall, repairing meters, and sweeping streets. The council expressed that they do not really need such a detailed report, just the larger ongoing projects. 

Mr. Bale requested that they would like to keep a spare pump on hand for emergency break downs.  The price to rebuild the old lift station pump is $1,710.00, a new one is $2,950.00.  Moved by Buchtel second by Whitney to rebuild the pump instead of purchasing new.  Aye: All.  Motion carried.

The Council would like totes throughout the whole City.  Public Works and the office personnel will try to locate totes that are in our price range.

Mayor Dahlquist is working on items on the priority list and the employee handbook.



The Mayor reported that she, the council president, and the finance officer met with the Swansongs to discuss possible annexation of a rural service district. The attorney has to be contacted to discuss some questions which arose.

The Council requested that other property owners be contacted to see if they would also like to annex to the City under the rural service or urban service districts.





The Mayor reported that public works will be installing meters in the community center, swimming pool, fire hall, and the water salesman as instructed by the Council previously.



Mayor Dahlquist requested pricing on updating the infrastructure of the City by replacing old water mains, which is one of the items on the priority list. Since our water loss is under 2%, the likelihood of a grant is small. She feels we need to plan and budget to do so many blocks each year.  She will do some preplanning and evaluate a priority list for the Council to consider.

Motion by Whitney second by Buchtel to approve both these permits.  Aye: all.  Motion carried.



Motion by Whitney second by Buchtel to table the spiking permits and executive session, since they were not needed.  Aye: all.  Motion carried.


Other items discussed:

  1. Shelter Training will be at the Community Center Saturday March 5 from 9:00 a.m. to 11 a.m.
  2. The Pet Clinic will be held Sunday, April 17, 1:00 p.m. to 3:00 p.m. at the Public Works Shop.
  3. Clean Up Week-end will be April 16 & 17.  The dump will be open and manned on both Saturday and Sunday; citizens are responsible for transporting their own items to the rubble site. Senior Citizens and disabled citizens should contact City Hall in advance if they need items picked up.
  4. The Council gave the Finance Officer their contact information for the auditor.
  5. Correspondence from citizen with Mayor’s response.


Being no further business the Mayor adjourned the meeting at 6:55 p.m.
