MINUTES OF THE NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on November 2, 2021. Present were: Mayor Teresa Hall, Council members: Larry Graham, Tera Hockenbary, Tara Richter and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Director of Public Works Tim Hall, Deputy Jeff Jones, Sgt. Randy Harkins and arriving later Leonard Vandermate. The meeting was called to order by Mayor Hall with the Pledge of Allegiance following.

MINUTES

Motion by K. Trullinger second by Richter to approve the minutes for October 19, 2021. Aye: all. Nay: none. Motion carried.

The vouchers, bill-list, savings sheet, monthly revenues and savings sheets were presented. Motion by Richter second by K. Trullinger to approve the financial reports and the following warrants. Aye: all. Nay: none. Motion carried.

DIRECTOR OF PUBLIC WORKS

They have started flushing hydrants and are about half-way done sewer jetting.
Mr. Hall has been in contact with SDARWS concerning the possibility of running two pumps at the lift station intermittently or together as needed.


LAW ENFORCEMENT

Deputy Jones presented his monthly report and again encouraged people report any suspicious activity to dispatch at 605-394-6113.
Pennington County Housing sent representatives to New Underwood to talk to Deputy Jones. They explained that the premises will be secured with new locks on the outside entrances, new deadbolts will be installed in the apartments and cameras will be installed inside and out in the parking lot for surveillance purposes. They are doing this to improve the quality of life for the residents.


MAYOR

Mayor Hall will ask someone to come to a Council meeting to explain what is happening with the Western Dakota Missouri River water project.
Thank you to Jessica Weishaar and Kye Caspers for the donations to the food pantry at City Hall.

Motion by Richter seconded by K. Trullinger to approve the second reading of Ordinance #21-10. Roll call vote. Aye: Graham, Hockenbary, Richter and K. Trullinger. Nay: none. Motion carried.

AN ORDINANCE TO INCORPORATE THE APPLICATION FORM AND LICENSE/PERMIT FORM INTO ORDINANCE NUMBER 21-06



BE IT ORDAINED by the Common Council for the City of New Underwood that the attached Cannabis Dispensary Application form, Exhibit #1 and the attached Cannabis License/Permit form, Exhibit #2 be incorporated into Ordinance Number 21-06 Cannabis Establishments.

ORDINANCE #21-08

Motion by Hockenbary seconded by Richter to approve the first reading of Ordinance #21-09 as amended to specify that all current and future employees, principal officers, owners and board members of a cannabis dispensary in the City of New Underwood will need to have a background check completed.



CANNABIS GROWING PLANT

Leonard Vandermate handed out copies of the operating procedures for the cannabis growing plant, 11 Leaf Farm, LLC, plans to build north of New Underwood outside of city limits. The plans include security measures, wastewater recycling, electrical needs and secure transportation of any cannabis product. Motion by Hockenbary seconded by K. Trullinger to allow the Finance Officer to write a letter acknowledging that Mr. Vandermate explained the plans to them. Aye: all. Nay: none. Motion carried. The Council and Mayor thanked Mr. Vandermate for coming to the meeting to keep them informed although it was not required of him. He stated they would keep the lines of communication open in the future also.



BUILDING PERMIT

Motion by Graham seconded by Hockenbary to approve Building Permit #21-26 for Tina Paradis to move off the mobile home from 405 E. Pine St. Aye: all. Nay: none. Motion carried.



2022 HEALTH INSURANCE

Motion by K. Trullinger seconded by Graham to approve the Finance Officer’s signature on the 2022 HPSD Health Insurance agreement. Aye: all. Nay: none. Motion carried.



2022 LIQUOR LICENSES

Motion by Graham seconded by Hockenbary to approve the following license renewals: Moes; 415 S. A Ave; #PL4547 (off sale) & #RL-5660 (on-sale); Dvorak Convenience Stores, Inc.; 16098 Highway 1416; #PL-4766 (off sale) & #RL-5885 (on sale); Wendy Philipsen & Serena Rice; 524 S. A Ave; #RL-5755 (on sale). Aye: all. Nay: none. Motion carried.
