MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on November 20, 2013. Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Larry Graham (arrived at 6:10), Laurie Holloway, and Kathy Trullinger. Also present: Finance Officer Meri Jo Anderson, Keri Finsterwelder, Renee & Larry Trautman, Terry Hulms, Sue & Laverne Kock, Steve White, and Dianne Trullinger. The meeting was called to order by Mayor Trullinger.
AGENDA
Motion by Buchtel second by K.Trullinger to approve the agenda. Aye: all. Motion carried.
PUBLIC HEARINGS
A public hearing was held on the on & off sale wine license from Tim Hall; The Hall; 412 S. “A” Ave. No one presented themselves to voice any objections to this license.
MINUTES
Moved by Holloway second by Buchtel to approve the November 6, 2013 minutes as presented. Aye: all. Motion carried.
TRANSFER
The monthly governmental funds sheets were presented to the Council. Motion by Buchtel second by K. Trullinger to transfer $2,000.00 to Sewer Wages and $2,000.00 to water purification. Aye: all. Motion carried.
PUBLIC WORKS
The Mayor reported that Mr. Bale could not attend tonight and Mayor Trullinger reported that the public works has been continuing to work on cutting trees, hauling branches, replacing a culvert.
MAYOR
The Mayor presented a minor plat change out of city limits. The Council agreed the city would continue to defer these platting changes to the County.
FOOD PANTRY
Ron Racicky requested the use of the city hall again for the food pantry. This year they will also sort at city hall. Motion by Buchtel second by Holloway to approve this request. Aye: all. Motion carried.
RURAL WATER EXPANSION
Renee Trautman, representing a group of property owners to the north and west of city limits, spoke to the council on the expansion of city water mains. She also explained the trouble they were having finding quality water. Discussion followed, with good audience participation, on the following subjects: the feasibility study that stated the city had sufficient water to supply this expansion; Viewfield water cannot expand this direction due to low pressure; financing this project; city ordinances; South water users agreement; city owns and controls main. This group will contact the eighteen land owners who could be affected, get firmer project estimates, and meet with the Council again on Dec. 4th.

Since no one presented themselves to voice any objections it was moved by K. Trullinger second by Graham to approve this wine license for the year 2014. Aye: all. Motion carried.
SPIKING PERMITS

Moved by Holloway second by Buchtel to approve this permit. Aye: all. Motion carried.
BUILDING PERMITS
BP #13-27; Todd Bushie; 201 S. Janklow; withdrew permit
BP#13-28; NU School; 313 Madison Ave.; garage
Motion by Holloway second by Buchtel to approve 13-28. Aye: all. Motion carried.
EXECUTIVE SESSION
Motion by Buchtel second by Holloway to go into executive session at 6:45 to discuss personnel issues as allowed by SDCL 1-25 #1. Aye: all. Motion carried. Executive session was adjourned at 7:17.

Disaster declaration from Fed’s. Mayor & Finance Officer will attend meeting next Tuesday.

Being no further business Mayor Trullinger adjourned the meeting at 7:28 p.m.
