MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on July 17, 2013.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Laurie Holloway, Kathy Trullinger, and Joe Whitney. Also present: Finance Officer Meri Jo Anderson, Dir. of Public Works John Bale, Deputy McPherson, Sgt. Hislip, Kim & Keith Karp, Kyle Wiese, Steve Brandsted, Monte & Shari Sandal, Buzz Johnson, Tyler Richter. Dianne Trullinger, and Cris Anderson.  The meeting was called to order by Mayor Trullinger.

 

PUBLIC HEARINGS

A public hearing was held on the transfer of the off sale liquor license from Kim Karp; Twizted Tavern to Steve Brandsted; Steve’s Super Store 16098 Hwy. 1416.  No one presented themselves to voice any objections to this transfer.

Kim Karp; off sale malt beverage license at 520 S. “A” Ave. No objections were voiced on this malt beverage license.

Special Malt Beverage License 13-06; American Legion; Rumor Has It; Rally Aug. 5-12. Again no one presented themselves to voice any objections to this Special License.

 

AGENDA

Motion by Buchtel second by Whitney to approve the amended agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by K. Trullinger second by Holloway to approve the July 3, 2013 minutes as presented.  Aye: all.  Motion carried. 

 

BUDGET

The first draft of the budget was presented to the Council.  The Mayor and staff will go over the budget and have figures ready for the next meeting. There will be a budget hearing at 5:30 going over the budget line item by line item.

 

PUBLIC WORKS

Mr. Bale reported they repaired equipment and have started chip sealing, lift station plugged four times this week-end, the lagoon project is half done (300 tons of dirt has been hauled so far.).

 

LAW ENFORCEMENT

Deputy McPherson reminded residents to slow down on west 1416 and follow speed limit signs; he has been giving warnings but will be issuing tickets. 

The Mayor reported that a citizen who lives along this road requested the speed limit be reduced.  The Mayor, Deputy McPherson, and the Council agreed that at this time they do not feel it necessary to reduce the speed limit.

 

AQUATIC DIRECTOR

Third session of lessons will be the second week of August at 5:30 p.m. There have been no break downs.

 

 

MOTOR HOME ORDINANCE

Ordinance Number 13-05 received its second reading. 

ORDINANCE NUMBER 13-05

 

AN ORDINANCE TO AMEND ARTICLE IV; PLANNING &  ZONING;   SECTION VII RESIDENTIAL DISTRICT – USE REGULATIONS

 

Add  item H:

H.  Storage and parking of Recreational Vehicles

1.  Recreational vehicles include:  travel trailers, tent trailers, campers, coach or any motorized dwelling.

2.  Parking of personal recreation vehicles are allowed year round if it is not connected to city water and sewer, and no one is living in it.

3.  One (1) guest recreation vehicle is allowed for a maximum of seven (7) days in any three (3) month period. (Exceptions can be made by the Council for special circumstances.)

4.  The recreational vehicle is to be connected to an external electrical source and the vehicle generator may not be used.

Motion by Buchtel second by Holloway to approve the second reading of Ordinance Number 13-05.  Roll call vote. Aye:  Buchtel, Holloway, K. Trullinger, and Whitney.  Nay: none.  Motion carried.

 

OFF SALE LIQUOR LICENSE TRANSFER

The transfer of the off sale liquor license from Kim Karp - Twizted Tavern to Steve Brandsted - Steve’s Super Store 16098 Hwy. 1416 was brought to the council for consideration.  Motion by Buchtel second by Whitney to approve this transfer, since no objections were presented at the hearing.  Roll call vote. Aye:  Buchtel, Holloway, K. Trullinger, and Whitney.  Nay: none.  Motion carried.

 

OFF SALE MALT BEVERAGE LICENSE

Kim Karp; off sale malt beverage license at 520 S. “A” Ave. was put before the Council.

Since no one presented themselves at the public hearing it was moved by K. Trullinger second by Buchtel to approve this license. Aye: all.  Motion carried.

 

SPECIAL LICENSES

SL#13-06; Malt Beverage;  American Legion; 16092 Hwy 1416 (Rumor Has It); During Rally.  Concerns were expressed by audience including: training of workers, liability issues with other properties, rest rooms, property markers.  Motion by K. Trullinger second by Buchtel to approve this special malt beverage license with stipulations that they have port-a-potties and wrist bands will be used.  Aye: all.  Motion carried.

 

SL#13-07; Moes; Rodeo Grounds; August 17, 2013

Moved by Buchtel second by Whitney to approve these requests with same stipulations as last year.  Aye:  all.  Motion carried.

 

BLOCK PARTY AT PARK

Hills of Grace Fellowship/Paradigm Church requested moving the date for their block party from July 24 to the 25th from 11-2 p.m., which will include bouncy toys, BBQ, games etc. (Their proof of insurance is on file at city hall.)  Motion by Holloway second by Whitney to approve this request.  Aye: all.  Motion carried.

 

REMOVAL OF TREES IN RIGHT OF WAY

A written request from a citizen to remove some trees in right of way in the alley between Monroe and Madison on the north end at 106 Madison was presented to the Council. After discussion the Council agreed that the trees are not an obstruction and are not dead presently.  Motion by Buchtel second by Holloway to deny this request, but they do give the property owners permission to trim the dead branches at their own expense.  Aye: all.  Motion carried.

 

Other items discussed:

1. Governmental Funds sheets presented to the Council.

2.  A move off permit for the double wide at 212 S. “D” Ave will be presented at the next meeting.

3.  Councilman Whitney will turn in his resignation next week as Ward one Councilman, since he is moving.

 

Being no further business Mayor Trullinger adjourned
the meeting at 6:45 p.m.
