MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held on April 16, 2008 at 6:00 p.m. in the City Hall.  Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey.  Also present:  Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Chad Feldman, Tralice Ellis, Sheila White, Marvin Rask, Cris Allen, Brian Johnson, Tiffany Knuppe, Jennifer Printz, Sarah Nelson, YMCA Executive Dir., Sabrina Schmidt, and Shirley L’Esperance      

 

AGENDA

Moved by Green second by Dahlquist to approve the amended agenda.  Aye: all. Motion carried.

 

MINUTES                                                               

Moved by Torrey second by Green to approve the April 2, 2008 and April 11, 2008 minutes as presented.  Aye:  all.  Motion carried.   

 

BH Finance Officers

Motion by Green second by Richter that Anderson and Ellis attend the Black Hills Governmental Finance Officer’s meeting in Wall.  Aye: all.  Motion carried.

 

SPIKING PERMIT

SP#08-03; Shirley L’Esperence; May 31, 2008. 

Moved by Green second by Torrey to approve this permit.  Aye: all.  Motion carried.

 

ENGELHART AGREEMENT

The Council wants the attorney’s advice by the next meeting.  If Mr. Nooney can’t do it contact Mitch Johnson.

 

ELECTRICAL IN PUBLIC WORKS SHOP

Since no bids were received when the City advertised, three quotes from electrical firms were obtained:  Kraft Electric, Inc - $8761.00; Elite 1 Electric - $6,364.50; Paul’s Electric - $5006.14.  Motion by Torrey second by Dahlquist to award the contract to Paul’s Electric, the lowest bidder.  Roll call vote.  Aye:  Dahlquist, Green, Richter, and Torrey.  Nay: none.  Motion carried.

 

YMCA OUTREACH PROGRAM

Roger, the executive director of the YMCA, spoke to the Council about the outreach program.  He explained that in order for the program to work it must have wide community support to raise the money necessary annually. In order for the old City Hall to be used it would have to be ADA accessible.  Councilman Torrey stated he thought the consensus of the Council was to tear down the building.  Councilman Richter would like the cost estimates to bring the old City Hall up to code.  He is in favor of the project, but not at the old City Hall.

The YMCA director would like a task force formed to study this program and ways to get it implemented.  Councilors Richter and Dahlquist along with Mayor White volunteered to be on the task force.

 

 

ORDINANCE NUMBER 08-01

Supplemental Budget Ordinance 08-01 received its first reading.  Moved by Richter second by Green to approve the first reading of Ord. #08-01.  Aye: all.  Motion carried.

 

BUILDING PERMITS

BP#08-05; John Berg; 16102 Hwy. 1416; add deck.

       08-06; Steve Brandsted; 22795 161st Ave; removal of deck.

       08-07; Tristin Raudabough & Randy Lehmann; 306 S. “A” Ave; foundation work.

Moved by Richter second by Torrey to approve building permits 05, 06, & 07.  Aye: all.  Motion carried. 

 

OTHER ITEMS DISCUSSED:

  1. The City of New Underwood and Greg Hall received a certificate of achievement in supplying safe water to the public it serves.                  
  2. Clean Up Week-end will be April 26 & 27th (alternate – May 3 & 4).  The Pet clinic is April 27, from 1:00 to 3:00 p.m.  
  3. Mayor White reported the Centennial Committee is finalizing the schedule and gave them copies of the preliminary schedule.

 

Being no further business the Mayor adjourned the meeting at 7:05 p.m.
