MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on August 16, 2017. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard (arrived later), Larry Graham, Kathy Trullinger, and Karin Shoemaker. Also present: Meri Jo Anderson, Finance officer, Kristi Pritzkau, Assistant Finance officer, Dir. of Public Works Tim Hall, Deputy Jeff Jones, Wes Joyce, Marvin Rask, Ron Racicky, Tyson Schuster, his fiancée, and Dianne Trullinger. The meeting was called to order by Mayor Trullinger.
AGENDA
Motion by Shoemaker second by Graham to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by Graham second by Shoemaker to approve the August 2, 2017, minutes as presented. Aye: all. Motion carried.
DIRECTOR OF PUBLIC WORKS
Chip sealing is complete. Paving of A Ave. will begin Monday August 21, 2017 and no parking on A Ave. while paving is going on.
SPIKING PERMIT
Spiking Permit SP#17-04; Tyson Schuster; Oct. 14, 2017; wedding reception and dance.
Mayor Trullinger proposed discussing Spiking Permit SP#17-04 as the applicants were present, After some discussion it was moved by Graham second by Shoemaker to approve Spiking Permit SP#17-04. Aye: all. Motion carried.
BUDGET ORDINANCE NUMBER 17-06
Budget Ordinance Number 17-06 received its second reading. Motion by K. Trullinger second by Graham to approve the second reading of Ordinance Number 17-06. Roll call vote. Aye: Graham, Shoemaker, and K. Trullinger. Nay: None. (Gossard had not arrived yet) Motion carried.

Moved by Graham second by K Trullinger to table the Swimming Pool Volunteers list and pool repair estimates until the pool staff remits the information. Aye: all. Motion carried.
TREES IN ALLEY
There were two quotes received for tree removal at 310 Pine, Tree Pros $1350.00 and Johnson Tree Company $1570.00. After discussion Mayor Trullinger recommended accepting the bid of Tree Pros. Moved by Graham second by Shoemaker to hire Tree Pros. Aye: all. Motion carried.
BH VISITORS MAGAZINE
Motion by Shoemaker second by K. Trullinger to table this until Gossard present. Aye: all. Motion carried. Councilor Gossard arrived and reported that she submitted all completed questionnaires and they were well received and very helpful.
BUILDING PERMIT
BP#17-17; Chris Maas; 12x16 Shed Variance for 4’ (is 6’ instead of 10’) Permission received from neighboring property. Moved by Shoemaker second by Graham to deny this Variance. Aye: all. Motion carried.
BP#17-18; Justin Garrett; 120 S. “A” Ave; concrete pad. Setbacks are met. Motion by K Trullinger second by Gossard to approve BP#17-18. Aye: all. Motion carried.
SDML CONFERENCE
SDML Conference is in Sioux Falls October 3-6, all present plan on attending the conference.
Since the October 4 meeting date falls on the date of the Conference the Council moved the first City Council meeting to October 11th. Motion by K Trullinger second by Shoemaker to approve this motion. Aye: all. Motion carried. (Public Works and some of the Finance Staff will also attend.)
SKIRTING ON “C” AVE
Mayor Trullinger stated the Mobile Home on “C” Ave who was missing his skirting and was to be issued a citation is now in compliance.
LABOR DAY
Motion by Shoemaker second by Graham to grant these requests
The street be closed and open container be allowed on Labor Day Weekend, Sunday September 3 on “A” Ave from Elm to Oak St. 1 p.m. to 10 p.m. on Sunday September 3.
Monday September 4, 2017 Pine St from “A” Ave. to “B” Ave. closure during the hours of 8 a.m. to 4 p.m. also open container.
The use of the Community Center for Sunday September 3 for the Labor Day steam burger feed and the back yard of City Hall for horseshoes and electrical from Public Works Shop & cement pad for music and announcing.
Aye: all. *Please note the Labor Day Celebration Events will be on Sunday instead of Monday.
OTHER ITEMS DISCUSSED:
The Finance Officer presented the monthly governmental funds sheets to the Council.
Mayor Trullinger thanked the public works staff for the great job they did on the streets.
City Hall is going to work on updating the Disaster Plan.
A Novice State Trooper had dropped a transient off in town, when he was found to be testing doors to some house’s, he was taken to the mission by Pennington County Deputies, which is the normal protocol.
Mayor Trullinger pointed out that property owners should be the ones in the future to apply for building permits in mobile home parks or at least give written consent for the permits in their parks and the Council agreed.
Shoemaker had received a bid to seal cracks and seal coat the basketball and tennis courts and to paint the lines. She will go the September school board meeting to get feedback on what the school has planned.
Concern was voiced over safety of residing in a certain trailer, after some discussion it was reiterated that existing mobile homes were grandfathered in and that the new requirements for mobile homes is for new ones coming into the City. The nuisance ordinance will be used when properties become a nuisance.
Council agreed to put the word out that we need to update our list of people willing to open their homes to stranded travelers during storms, please call city hall if you are interested.
Fire Chief Ron Racicky thanked the Railroad and the County for a timely repair of the tracks in town.
Being no further business Mayor Trullinger adjourned the meeting at 7:08 p.m.
