MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on February 19, 2020. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, and Kathy Trullinger. Absent: Karin Shoemaker. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Tim Hall, Director of Public Works, John Van Beek, Zach Lampert, and Tera Hockenbary. The meeting was called to order by Mayor Trullinger with the Pledge of Allegiance following.



AGENDA

Motion by Graham second by K. Trullinger to approve the agenda. Aye: all. Motion carried.



MINUTES

Moved by K. Trullinger second by Gossard to approve the February 5, 2020 minutes with the following corrections: GENERAL FUND - Golden West (telephone) 291.98; Public Works – 354.87; IRS- EFTPS - 355.21; WREA (electric) – 2191.28 TOTAL: $22793.50; WATER FUND – Public Works – 6283.48; IRS- EFTPS – 3647.11; WREA (electric) – 875.00 TOTAL: $21459.85. Aye: all. Motion carried.



FINANCE OFFICER

The finance officer apologized and explained that when completing the governmental fund sheets some mistakes were found on the bill list that was previously presented. A copy of the corrected bill list was presented showing the corrections in allocations to funds and a difference of $3.67 less to the General Fund.



PUBLIC WORKS

The wood pile has been burned at the limited use waste site.
A plan is underway to remove the concrete saddles at the tank building.
The Community Center furnace will be repaired.


2020 EQUALIZATION MEETING

The 2020 Equalization meeting will be held on March 16, 2020 starting at 3 p.m. at the Community Center for the purpose of reviewing and correcting the property assessment roll. Gossard will be able to sit on the board, Graham and K. Trullinger will check to make sure they will be able to also. The deadline for filing an objection is March 12, 2020.



MAYOR

The Mayor’s meeting this month will be in Deadwood, Mayor Trullinger and Councilor Graham plan to attend, others will RSVP by the due date.
Letters have been sent to some residents requiring they set up appointments to get the new water meters installed by the end of March. This project commenced in June of 2019 and needs to be completed.
Mayor Trullinger informed the Council that, as he had been approached by law enforcement concerning parking, he would like to talk to the County about striping parking spots in the downtown area. It was discussed, and it was agreed by all Councilors that as long as the County will do said striping with no cost to the City that it would be a good idea to have designated parking spots.


BUILDING PERMIT #20-01

Mayor Trullinger recommended approval of BP #20-01 as it now meets setbacks. Motion by Gossard seconded by K. Trullinger to approve Building Permit #20-01. Aye: all. Motion carried.



FERBER ENGINEERING

John Van Beek and Zack Lampert with Ferber Engineering presented a map of the proposed signage for the streets belonging to the City. Motion by Gossard seconded by Graham to authorize the signature approving the proposed signage. Aye: all. Motion carried.



COUNCILOR SHOEMAKER RESIGNATION

Councilor Shoemaker has turned in her resignation from the Council for Ward 2 thanking all for letting her represent them. Motion by K. Trullinger second by Gossard to accept this resignation. Aye: all. Nay: none. Motion carried. It was moved by Gossard seconded by K. Trullinger to appoint K. Trullinger as the Vice President of the Council. It was moved by Graham seconded by Gossard to cease nominations. Aye: all. Motion carried.



ORDINANCE #20-01

It was moved by Gossard seconded by K. Trullinger to approve the first reading of Ordinance #20-01 removing chickens from the not allowed list of animals from the Nuisance Ordinance. Aye: all. Motion carried.



FILLING WARD 2 VACANCY

The Council plans to appoint someone to fill this position at the next meeting.



MEETING CHANGE

It was moved by Gossard seconded by K. Trullinger to change the second meeting of the month from Wednesday to Tuesday at 6 p.m. Aye: all. Motion carried.



SPECIAL LICENSES

It was moved by Graham seconded by K. Trullinger to approve the extension for SL #20-01 for Moe’s Bar and Grill to include the 22nd of February at the Community Center. Aye: all. Motion carried.



It was moved by Gossard seconded by K. Trullinger to approve SL# 20-03 for the High School Rodeo Club Dance for Moe’s Bar and Grill on March 13, 2020 at the Community Center. Aye: all. Motion carried.



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
Jaedyn Finkbeiner was offered the position of pool manager and has accepted.




Being no further business Mayor Trullinger adjourned the meeting at 6:30 p.m.
