MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on January 2, 2019. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, Karin Shoemaker, and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Dir. of Public Works Tim Hall, Sergeant Harkins, Deputy Jeff Jones, Marvin Rask, Ava Krebsbach and Serena Rice. The meeting was called to order by Mayor Trullinger.

Motion by Gossard second by K. Trullinger to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by K. Trullinger second by Gossard to approve the December 19, 2018 minutes as presented. Aye: all. Motion carried.
FINANCIAL REPORT & BILL LIST
The financial reports, bill-list, savings and vouchers were presented. Moved by Graham second by K. Trullinger to approve the financial reports and the following warrants as presented. Aye: all. Motion carried.

DIRECTOR OF PUBLIC WORKS
They have been busy in the shop and clearing snow after the recent storms.
LAW ENFORCEMENT
Deputy Jones presented his written monthly report. There have been 2 reports of theft, 4 citations and 14 warnings were given for traffic violations and one call for keeping the peace in the last month.
MAYOR
Mayor Trullinger asked for and the Council granted permission to respond to the letter that was received from the Office of Attorney General, Division of Consumer Protection concerning James Kopecky’s complaint against the City of New Underwood.
The City Christmas party will be held in Deadwood again this year with a tentative date of February 17, 2019. All expenses are paid by each individual, with no expense to the City.
Mayor Trullinger thanked Public Works employees for the expeditious clearing of the snow.
RESOLUTION NUMBER 19-01
RESOLUTION NUMBER 19-01
CITY of NEW UNDERWOOD
AUTHORIZING RESOLUTION
INTERGOVERNMENTAL CONTRACT FOR THE SD PUBLIC ASSURANCE ALLIANCE
WHEREAS, the City of New Underwood is authorized by the State of SD to join or reaffirm their membership in a local government risk pool known as the South Dakota Public Assurance Alliance, and
WHEREAS, the City of New Underwood includes the contract in its entirety in this resolution (SDPAA 1/2019) and,
NOW THEREFORE BE IT RESOLVED that the City of New Underwood hereby designates the Mayor and/or Finance Officer to act as signatory on the intergovernmental contract with the South Dakota Public Assurance Alliance including all other documentation and to provide such additional information as may be required by the State of South Dakota.

Motion by Gossard second by K. Trullinger to approve Resolution Number 19-01. Roll call vote. Aye: Gossard, Graham, Shoemaker, and K. Trullinger. Nay: None. Motion carried.
ORDINANCE #19-01
Mayor Trullinger read Ordinance #19-01; changes to the wording of the Utility Ordinance Article III Sections 8 and 10 specifying that owners of a mobile home park are not responsible for payment of past due utility bills to the City. Motion by K. Trullinger second by Gossard to approve the first reading of the Ordinance. Aye: all. Motion carried.
ORDINANCE #19-02
After being requested by residents, Ordinance #19-02; Article II; General; Section V; was read allowing the sale and consumption of alcoholic beverages on Christmas Day and Memorial Day at licensed venues as allowed by state law. Mayor Trullinger suggested tabling this issue until the next meeting so that a public hearing could be held. The Council didn’t feel that was necessary so there was a motion by Gossard second by Graham to approve the first reading of Ordinance #19-02. Aye: all. Motion carried.
Being no further business Mayor Trullinger adjourned the meeting at 6:15 p.m.
