MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

A public hearing and regular meeting of the New Underwood City Council was held on August 15, 2007 at 5:30 p.m. in the Community Center.  Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey.    Also present:  Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Officer’s  Pryzmus, Johnston, Weber, Tralice Ellis, Cris Allen, Marvin Rask, Al Ackerman, Ron Racicky, and Linda Foster. 

PUBLIC HEARING

A public hearing was held on the 2008 Budget. The Finance Officer presented the preliminary figures from input received from the Mayor, Council, and Dir. of Public Works.  The budget was gone over line item by line item with input and questions from the Council.  The Mayor requested adding monies for a secondary main water line into the City.  The first reading of the budget Ordinance will be September 5^th.  The hearing adjourned at 6:10 p.m. with the regular meeting being called to order immediately following.

Moved by Torrey second by Dahlquist to approve the amended agenda.  Aye: all. Motion carried.

MINUTES                                                               

Moved by Torrey second by Dahlquist to approve the August 1, 2007 minutes as presented.  Aye:  all.  Motion carried.    

POLICY MEETING

The Finance Officer reported on the Public Health, Safety, and Welfare Committee policy meeting she attended in Pierre today.  The policies - current, deletions, and additions, are gone over by the Committee to be finalized and presented to all Municipalities at the annual conference for rejection or approval.  Two of the additions were a Centralized 911 system (as in money collections) that must meet minimum uniform standards across the State, and more funds from the State & encouragement of Municipalities using West Nile Prevention practices.

LAW ENFORCEMENT

Officer Curt Weber informed the Council that Officer Pryzmus is being promoted and reassigned to investigations.  Officer Rick McPherson will be the new Contract officer for New Underwood starting in March of 2008.  In the interim Officer Bruce Johnston will cover New Underwood.  Both these officers come with four years experience with the Pennington County Sheriffs Department.

Officer Pryzmus thanked the Council and stated he will miss working here and will continue to care about the people in New Underwood.  He will continue to teach DARE in New Underwood this year.  The Mayor & Council thanked Officer Pryzmus for his service to our area and wished him luck.

SWIMMING POOL

Cris Allen reported that the pool had been broken into the last two Saturday nights; the pool area is the only place they broke into.  The tapes will be installed and analyzed. 

LABOR DAY

Mayor White requested the free use of the Community Center on Sept. 3 for the Labor Day Committee.  Motion by Torrey second by Richter to grant this request.  Aye: all.  Motion carried. 

A representative from the Labor Day Committee arrived and requested blocking off Main Street from Oak to Elm with open container in the central business district and at the horseshoe pits.  Moved by Green second by Richter to grant this request.  Aye: all.  Motion carried.

CITY HALL

Quotes will be obtained from local contractors to put in a window or windows on the east side of the Kids Kastle building & constructing the Sheriff’s Office within the building.  Any local contractors interested in giving a quote on this work should contact City Hall.

BID DOCUMENTS ON COLD STORAGE

The Council received a copy of the bid package on the cold storage building for the Public Works Dept.  The notice will also go into the Rapid City Journal.

WATER FEASIBILITY STUDY

After a lengthy discussion on the rural water feasibility study, the Council requested the new data we have be inserted in the report and filtration costs figures for the radiological be finalized. 

The Council agreed that checking the well and zones to isolate where the radiological problem is coming from be moved to the top of the priority list. 

The Council also asked citizens to be conscious of their water usage, like not watering when the wind is blowing so hard or during the heat of the day.  The pumps are being overtaxed with the amount of water that is being used during these drought conditions.

CENTENNIAL

The final drawings on the designs for the centennial rifle were presented to the Council.  Motion by Richter second by Torrey to authorize the Finance Officer’s signature on the Final Art Approval.  Aye:  all.  Motion carried. 

HOMECOMING

The Booster Club requested approval of the Burning of the NU at the Fire Hall with concurrence from the Fire Chief.  Motion by Torrey second by Richter to grant this request.  Aye:  all.  Motion carried. 

SIDEWALK

A property owner questioned whether the City would cost share putting in a new sidewalk in front of his property.  The Council stated that these funds are not in the budget at this time.

BUILDING PERMITS

BP#07-20; Alvin Perrigo; 415 S. Janklow; Move on Mobile Home.

BP#07-21; Dave Dietrich; 102 S. Monroe; Concrete Pad.

Motion by Torrey second by Dahlquist to approve permits 20 & 21.  Aye: all.  Motion carried.

DUMPSTER

A citizen complained that rural people are using his dumpster, which is a problem for the City as a whole, since we pay the dumping fees.  He requested a sign be put on the dumpsters saying it is illegal for the rural people to dump here.  Signs will be put up.

OTHER ITEMS DISCUSSED:

1. Next meeting on the Personnel Policy Manual is Monday.      
2. Correspondence presented.    
3. The Dir. of Public Works reported the Chipper broke down and he has three loads left to do.  He will work on Pine tomorrow and rap up the Chip Seal operation, since he will not have a crew next week. 

Being no further business the Mayor adjourned the meeting at 8:25 p.m.
