MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on October 6, 2020. Present were: Mayor Teresa Gossard, Council members: Larry Graham, Tera Hockenbary, Tara Richter and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Sgt. Harkins, Deputy Jones, Ronnie Racicky, Kristi Lemke and Serena Rice. The meeting was called to order by Mayor Gossard with the Pledge of Allegiance following.

Motion by K. Trullinger second by Richter to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by Graham second by K. Trullinger to approve the minutes for September 15, 2020. Aye: all. Motion carried.
FINANCIAL REPORT & BILL LIST
The bill-list, savings sheet, monthly revenues and vouchers were presented. Moved by Richter seconded by K. Trullinger to approve the financial reports and the following warrants. Aye: all. Motion carried.

LAW ENFORCEMENT
Deputy Jones presented the monthly report.
The bad element that had been causing problems locally has been evicted.
Two dogs attacked and killed a dog in a resident’s yard and it would have been considered self-defense if the resident had taken lethal action against the vicious animals.
He reiterated that dogs that are running at large will be taken to the pound.
There was a rattlesnake found under a garbage can off of A Ave., please be aware that they are in town this time of the year also.
RECESS
The meeting went into recess at 6:13 for a possible emergency phone call for a council member and reconvened at 6:15.
MAYOR
Mayor Gossard thanked Council President Graham for conducting the meeting last time as she was ill.
The Viewfield Wranglers plan to hold a couple of food drives for the Food Pantry at City Hall before the holiday season.
Ken Charfauros with Wall Meats will be doing a presentation for the Council at the next meeting on October 20, 2020 at 6:00 p.m.
Feeding SD will be delivering the boxes of food on the first Friday of every month beginning at 9:30 a.m. starting November 6, 2020 at the east end of Sunny Haven, please help to spread the word to anyone that has a need.
Mayor Gossard stated that it is against the City Ordinance’s to let dogs run at large.
SUPPLEMENTAL BUDGET ORDINANCE
Supplemental Budget Ordinance #20-06 received its second reading.
SUPPLEMENTAL BUDGET ORDINANCE
BE IT ORDAINED by the New Underwood City Council that the following amounts be appropriated to the 2020 budget to meet the obligations of the municipality: (Special Revenue) -200/212/430.01 (Asphalt) – $19,500.00; Means of finance: assigned funds from 2019 and 2018.

The PayPal option to pay bills online is now functioning, it can be found at newunderwood.com at the top of the page under the View and Pay Bills tab. It is user friendly and residents are encouraged to go there to sign up to view and/or pay their water, sewer and garbage bills.

Motion by K. Trullinger, seconded by Richter to approve Building Permit #20-27 for Clayton Lemke for a 10’ x 20’ concrete pad at 301 A Ave. and Building Permit #20-28 for Katherine Bruce at 501 E. Pine for a fence by the property line. Aye: all. Motion carried.
SPECIAL LICENSE
Motion by Graham seconded by Hockenbary to approve Special License #20-15 and for Moe’s Bar and Grill for a Wedding dance on November 21, 2020 and Special License #20-16 for a Junior Miss Rodeo Fundraiser on October 24, 2020 both at the Community Center. Aye: all. Motion carried.
SPIKING PERMIT
Motion by Hockenbary seconded by Richter to approve Spiking Permit #20-07 for Cristina Robles on November 13, 2020 for a candle pouring class. Aye: all. Motion carried.
