MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on October 20, 2020. Present were: Mayor Teresa Gossard Councilmembers: Larry Graham, Tera Hockenbary, Tara Richter and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Public Works Director Tim Hall, Marlene Mecca, Pam Cox, Arlen Carmichael, Danny Hall, Louis Brunson, Travis Madsen, Brian and Jace Philipsen, Lawrence Hockenbary, Steven Brassfield, Ken Charfauros, Janet Niehaus and Kevin Larson. By telephone: Colonel Tom Fitch. The meeting was called to order by Mayor Gossard with the Pledge of Allegiance following.



WALL MEATS

The Council agreed with Mayor Gossard’s recommendation of allowing the presentation from Wall Meats to begin before the rest of the regular meeting. KenCharfauros, Janet Niehaus and Kevin Larson described a potential plan for building a processing plant/educational facility somewhere in City limits. A question and answer session provided much agreeable participation from those present. There will be more informational meetings in the future as things progress. The Mayor and Council thanked them for coming to the meeting.



AGENDA

The regular meeting began at 7:33 p.m. Motion by Graham second by Hockenbary to approve the agenda. Aye: all. Motion carried.



MINUTES

Moved by K. Trullinger second by Richter to approve the October 6, 2020 minutes with the following corrections: General Fund; West River Electric – 1864.37; TOTAL GENERAL FUND – 59239.37; Water Fund; West River Electric – 841.26; TOTAL WATER FUND – 7815.57; Sewer Fund; West River Electric – 115.36; TOTAL SEWER FUND – 1597.09. Aye: all. Motion carried.



PUBLIC WORKS

All fire hydrants have been flushed. A few of them need repairs and SDARWS will show them how to do that.
The swimming pool has been winterized and the cover has been installed.
A report that a sewer main was blocked was incorrect but when Public Works got the sewer jet out, they found that it needed repairs and they have been completed.
There are approximately 6 new water meters that still need to be installed.
The existing exit signs and security lights will be replaced at the Community Center and more installed where required.
TREE DECORATING

The local churches would like to decorate the tree at the Community Center and put the Nativity Scene together on November 29, 2020. It was moved by Hockenbary seconded by K. Trullinger to donate the use of the Community Center for serving of refreshments and use of the restrooms for this event. Aye: all. Motion carried.



MAYOR

The Student Council will be doing a Trunk or Treat on October 29, 2020 after school in the parking lot. It may partially block traffic on Ash St.



SUPPLEMENTAL BUDGET ORDINANCE

Ordinance # 20-07 received its second reading.

SUPPLEMENTAL BUDGET ORDINANCE



BE IT ORDAINED by the New Underwood City Council that the following amounts be appropriated to the 2021 budget to meet the obligations of the municipality: (Public Works) -101/430/436.00 – $5,503.34; Means of finance: 2020 tax levy.

Motion by Richter seconded by Hockenbary to approve the second reading of Ordinance Number 20-07. Roll call vote. Aye: Graham, Hockenbary, Richter and Trullinger. Motion carried.



ORDINANCE #20-08

Ordinance #20-08 to change the regular Council meetings to the first and third Tuesday of each month received its first reading. Motion by K. Trullinger seconded by Richter to approve the first reading of Ordinance #20-08. All: aye. Motion carried.



OTHER ITEMS DISCUSSED:

Governmental fund sheets and the corrected bill list were presented.
A question was asked concerning stocking of utensils etc. in the Community Center. It was explained that everything that is available has been donated and more donations are welcome.
Tim Hall will check with WREA concerning installing a security light by the front door of the Community Center.
The next Council meeting on November 3, 2020 will be held at City Hall as the Community Center will be utilized for the election.
Being no further business Mayor Gossard adjourned the meeting at 7:50 p.m.
