Minutes February 17, 2016
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on February 17, 2016. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Laurie Holloway, and Kathy Trullinger. Absent: Rikka Buchtel. Also present: Meri Jo Anderson, Finance Officer, Tim Hall, Dir. of Public Works, Deputy McPherson, Marvin Rask, Teresa Gossard, Karen Shoemaker, and Dianne Trullinger.

Motion by K. Trullinger second by Graham to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by Holloway second by K. Trullinger to approve the February 3, 2016 minutes as presented. Aye: all. Motion carried.
DISTRIBUTOR TRUCK
Mr. Hall explained that the 1968 truck for the distributor needs upgraded, since the three times they used it last summer it broke down each time. He has found two that would work at Federal Surplus in Huron, with our 25% discount, they would cost $3600.00 to $4200.00, and he would like new tires for whichever one they choose. This will be put on the agenda for the March 2, 2016 meeting.
COMMUNITY CENTER ADA REQUIREMENTS
The Dept. of Justice has required that Pennington County conduct an accessibility survey of each polling place used by the County and each place where citizens register to vote. The Architect who was hired by the Dept. of Justice determined we need to stripe, have van accessible spot and stripes and higher handicap signs to meet the ADA requirements. Much discussion followed, but it must be done if we want to continue to vote in New Underwood instead of Rapid City. This will be on the next agenda along with the report on things that need to be done to City Hall to meet ADA requirements.
BUILDING PERMIT
Motion by Graham second by Holloway to take the Lane Meinen permit off the agenda until he is ready to build his deck. Aye: all. Motion carried.
OTHER ITEMS DISCUSSED:
The finance officer presented the governmental fund sheets and yearly comparisons.
The Finance Officer gave the Legislative update on bills of interest to the city. She testified in committee as a proponent of HB1116, the penny for infrastructure last week and it is scheduled to go to the full house Monday.
Public Works investigated and determined the sink hole in alley behind corner bar was caused by a pilot hole Century Link had drilled, which the staff will fill in.
Post Prom donation request will be put on the next agenda.
The Mayor sent letters on trash in the yard and fire hydrant restitution.
Benefit for Shanna Harris (Hermosa finance officer) is February 27, 2016.
SDML District meeting is in Hill City March 23, 2016.
FO presented the yearly comparisons.
Being no further business Mayor Trullinger adjourned the meeting at 6:40 p.m.
