MINUTES OF THE NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held on Mar. 16, 2005, at 6:00 p.m. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and LeeAnn Schumacher. Also present: The Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Officer Wardle & Foster, Nell Boyd, and Joe & Dena Whitney.

AGENDA

 Moved by Dahlquist second by Green to approve the amended agenda. Aye: all. Motion carried.

MINUTES

Motion by Green second by Richter to approve the Mar. 2, 2005 minutes with the following correction: under Good Samaritan it should have said alleviate instead of elevate. Aye: all. Motion carried.

 ELDERLY MEALS PROGRAM

Nell Boyd explained that the stipulation that the City donation will stay in New Underwood needs clarification. The money must go to the Rapid City Office and be funneled back to New Underwood. The Council agreed with this process.

BUILDING PERMITS

FINANCIAL REPORT

The Finance Officer presented the governmental funds statements.

LIFEGUARDING

Pool Manager Cris Allen took three perspective lifeguards for training and certification last week and the week before. We now have two more red cross certified lifeguards. She will be helping teach a YMCA lifeguarding course in April after she finishes her YMCA certification for teaching. The dates run from April 15 to April 30. To enroll in this class you must be 16 years of age and able to swim 500 yards at a very high, efficient and effective level utilizing sidestroke, breaststroke, crawlstroke, and elementary backstroke. Anyone interested in taking this class should contact City Hall.

WELL

The check valves in the well went out again. The pump will have to be pulled and new valves put in. The public will be notified to conserve water when this can be scheduled with Taylor. (Mr. Hall replaced one check valve that could be changed without pulling the pump.)

COMPLAINT ON DOGS

A citizen called and complained that his dog is tied up and there are dogs running by his yard, which makes his dog bark. The solution to this problem is to come to City Hall and sign a complaint form and the Sheriff will issue a citation to the owner of the dogs running at large.

LAW ENFORCEMENT

Officer Wardle reported he had an interview with the Post on the awareness campaign. Citizens are to call 754-6767 or the Sheriff’s Office directly when an incident is happening instead of waiting until he comes on duty. He explained that the Sheriff’s Dept. submits the paperwork on cases, such as the burglaries, and then the matter is turned over to the States Attorneys Office.

TIRE DISPOSAL ORDINANCE

 Ordinance Number 05-02 received its second reading.ORDINANCE NUMBER 05-02

AN ORDINANCE TO AMEND ARTICLE III; UTILITY ORDINANCE #3 –

 GARBAGE; ARTICLE 1 - SECTION 5; DISPOSITION OF LANDFILL.

BE IT ORDAINED by the Common Council for the City of New Underwood that Article III; Utility Ord. #3 – Garbage; Article 1 - Section 5; be amended to read as follows:g. Waste tires. There is a disposal fee of $5.00 for tires 16 inch diameter and under, $10.00 for truck tires, and $15.00 for tractor tires, no tires over 18/438 will be accepted. This fee is in addition to other dumping charges. (Example: $20.00 per pick up load plus an additional charge of $5.00 per tire.)

Moved by Schumacher second by Richter to accept the second reading of Ordinance Number 05-02. Roll call vote. Aye: Dahlquist, Green, Richter, and Schumacher. Nay: none. Motion carried.

SCHOOL PLAY

The school play will be April 7th & 8th, so the Drama Club will need the Community Center from April 4th through the 9th. Motion by Richter second by Dahlquist to allow them to use the Community Center that week for the one time charge of $35.00. Aye: all. Motion carried.

HEALTH INSURANCE

Motion by Richter second by Dahlquist to authorize the finance officer’s signature on the health insurance contract for the following year. Aye: all. Motion carried.

WATER AVAILABILITY REQUEST

The Water Availability request from Kenneth Nelson along the New Underwood Dam road was withdrawn. Mr. Hall spoke to Game, Fish, and Parks about an easement to extend this water main, which GF&P felt could be worked out, but to continue the main further into wetlands, whether on their land or private property, would involve the federal government and their regulations. It was agreed that it probably would not be feasible to run a main to the west of the NU dam road.

EXPERIENCE WORKS PROGRAM

The Experience Works Program requested a donation for 2005. Moved by Schumacher second by Richter to donate $350.00 to this program. Aye: all. Motion carried. We need more experience works (green thumb) employees. Anyone 55 years of age or older should contact City Hall if they are interested in working in this program. Income restrictions will apply to fit into the program.

TEMPORARY FULL TIME MAINTENANCE MAN

Mr. Trullinger had his surgery this week and will be out at least six more months. A notice on a maintenance man job will be placed in the Profit and the NU Post and hung around town. Anyone interested should contact City Hall.

CITY HALL

Giving City Hall a face-lift was discussed. After much discussion on renovation verses a new building it was decided that some ideas and prices be obtained from our local contractors. Pricing the cost of just a pole barn for the storage of City equipment was also discussed.The Mayor complemented the Council on the diversity of their views, making them a good Council to work with.

LEGION

The Council thanked the American Legion for donating four picnic tables for the recreation department.

OTHER ITEMS DISCUSSED THROUGHOUT MEETING

  1. The animal clinic is Sunday April 24, 2005 from 1:00 p.m. to 3:00 p.m.
  2. Man hole in alley on west side of City.
  3. Living inside a business is not against City Ordinance.
  4. Voter Registration deadline is March 28, 2005.
  5. The second meeting in April will be on Tuesday April 19th instead of the 20th due to the District meeting.
  6. The propane tanks at Good Samaritan were tabled until the next meeting.
  7. The Equalization appointments have been scheduled and will be held Monday the 21st.

Being no further business the Mayor adjourned the meeting at 8:30 p.m.
