MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on October 19, 2021. Present were: Mayor Teresa Hall, Councilmembers: Tara Richter and Kathy Trullinger. Telephonically: Tera Hockenbary. Absent: Graham. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Director of Public Works, Tim Hall, Amy Caringi and Joe and Jessica Weishaar. The meeting was called to order by Mayor Hall with the Pledge of Allegiance following.
AGENDA
Motion by K. Trullinger second by Richter to approve the agenda. Aye: all. Nay: none. Motion carried.
MINUTES
Motion by Richter second by Hockenbary to approve the October 12, 2021 regular meeting minutes with a correction to the bill list. Crown Oil: General Fund: $1386.50 and Special Revenue Fund: $963.50. Overall total unchanged. Aye: all. Nay: none. Motion carried.
PUBLIC WORKS
They have been sewer jetting and hope to be half way done by this Thursday.

Supplemental budget ordinance # 21-08 received its second reading. Motion by Hockenbary second by K. Trullinger to approve.

ORDINANCE #21-10
After some discussion on whether forms need to be approved by the Council as they are administrative. It was decided that in the interest of transparency, forms will be brought to the Council for approval and any changes to the forms will have to be made by Ordinance. Motion by Richter second by K. Trullinger to approve the first reading of Ordinance #21-10; the license form for a Cannabis Dispensary and a Cannabis Dispensary Application form. Aye: all. Nay: none. Motion carried.
REDISTRICTING SEMINAR
The deadline is October 20, 2021 to sign up for the redistricting seminar being hosted on Zoom on October 27, 2021. This seminar is to help officials understand the process for possibly needing to extend or reduce the size of each of the wards here in the City of New Underwood.
OTHER ITEMS DISCUSSED:
Governmental fund sheets were presented.
The hours that City Hall is open will be added to the city’s website.
The first reading of Ordinance 21-09, adding employees to the list of those required to consent to a background check to work in a cannabis dispensary will be on the agenda for the next meeting on November 2, 2021 at the Community Center.
Mayor Hall has the majority of a Facebook page set up for the City of New Underwood and Alexa White with Pennington County Emergency Management is willing to help link it to the city’s website at www.newunderwood.com. This will help communication efforts when Everbridge, the emergency community notification system, will be utilized for community notifications. Residents will not have to have a Facebook account in order to view what is posted on the city website once linked.
The garbage truck has been fixed so garbage will be collected faster and it will be getting picked up sooner. Please have the totes out by 6 a.m.
A question was posed to the Council on the feasibility of charging either the $5,000.00 that has been set by Ordinance or if the fee could be changed to a percentage of sales. It was stated that as liquor license fees are not set like this it would be difficult to justify different fees for cannabis licenses.
Being no further business Mayor Hall adjourned the meeting at 6:18 p.m.
