MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on February 4, 2013.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Laurie Holloway, Kathy Trullinger, and Joe Whitney. Also present: Finance Officer Meri Jo Anderson, Dir. of Public Works John Bale, Dianne Trullinger, Tony Ascrizzi, Del & Mary Beck, and Monte Sandal.  The meeting was called to order by Mayor Trullinger.

Motion by Buchtel second by Whitney to approve the amended agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by Holloway second by Whitney to approve the January 16 & January 30 minutes as presented.  Aye: all.  Motion carried.

The financial reports, bill-list and vouchers were presented.  Motion by Holloway second by Whitney to approve the financial reports and the following warrants as presented.  Aye:  all.  Motion carried.

LAW ENFORCEMENT

Deputy McPherson presented his written monthly report.  He also explained that due to his grandson’s illness he will be traveling to the Mayo clinic every other week and other deputies will be filling in. The DARE program is underway and a cadet from Rapid City is helping teach. Freshman Impact will be held on April 24, 2013 at Douglas.

 

ROPING CLUB SEWER & BUILDING PERMIT

Monte Sandal, representing the Roping Club reported the cost of septic tank - $3500.00 versus hooking onto the sewer main - $5500.00, and showed the Council drawings of the two proposals. He again asked if the Council would be willing to help monetarily.  The Council agreed they could not afford to help them with this project. Motion by Buchtel second Holloway that the Roping Club can put in the septic or hook up the main, with the availability fee waived.  Aye: all.  Motion carried.

Building Permit #13-01; NU Roping Club; 201 N. “A” Ave; building, bleachers, septic.  Moved by Buchtel second by Trullinger to approve this permit.  Aye: all.  Motion carried.

 

GARBAGE TRUCK

John Bale reported on his trip to Minnesota and Sioux Falls to look at garbage trucks. The finance officer presented the bid package. After discussion it was moved by Buchtel second by Whitney to publish the bid notice with bids to be opened at the March 6th meeting. Roll call vote.  Aye: Buchtel, Holloway, Trullinger, and Whitney.  Nay: none.  Motion carried. 

The Finance Officer went over the budget figures to repay this loan and recommended that all customers pay an additional $5.00 for garbage to repay this loan and save for another truck in the future.  This increase will be put in resolution form to be considered at the next meeting. The cost for residential garbage would go from $15.60 to $20.00. ($1.13 of this increase will be for sales tax, which is paid to the state.)

CITY of NEW UNDERWOOD

AUTHORIZING RESOLUTION

AGREEMENT BETWEEN CITY OF RAPID CITY AND THE CITY OF NEW UNDERWOOD FOR USE OF REFUSE/GARBAGE TRUCK

 

WHEREAS, the New Underwood garbage truck broke down and the city of Rapid City has loaned us a truck as per SDCL chapter 6-5; and

WHEREAS, the Rapid City Attorney has prepared an agreement for the use of this vehicle and this agreement is incorporated into this authorizing resolution, and

NOW THEREFORE BE IT RESOLVED that Mayor Jack W. Trullinger is hereby authorized to sign the agreement between the City of Rapid City and the City of New Underwood for the use of this vehicle as drawn up by the Rapid City Attorney.

COMMUNITY CENTER

The Community Center cleaner questioned the need for charging users of the community center extra if they do not clean the tables, chairs, and floors.  The council discussed and decided that since sales tax pays for the maintenance and upkeep of the community center and that is sufficient to keep the prices low for the citizens using the community center no price increases were necessary.

 

EQUIPMENT RENTAL RATES

New fees were set for the equipment rental rates with man.  Dump truck - $75.00 an hour; Backhoe - $200.00 an hour; Bobcat – 200.00 an hour; Mow tractor $50.00 an hour; Packer (without man) - $30.00 an hour $150.00 a day. Motion by Buchtel second by Trullinger to approve these new rates. Aye: all.  Motion carried. 

 

BUILDING PERMITS

BP#13-02; Dian French; 211 S. Bailey; Fence

Motion by Whitney second by Buchtel to approve this permit.  Aye: all.  Motion carried.

BP#13-03; Levi & Brandie Merchen; 504 S. “C” Ave; move on mobile home

Motion by Buchtel second by Holloway to approve this permit.  Aye: all.  Motion carried.

 

PERSONNEL POLICY

Moved by Buchtel second by Holloway to add the following the section 4.14:  Excludes seasonal and part-time workers.  Aye: all.  Motion carried.

 

Other items discussed:

1. The ice machine has been repaired.

2. The backhoe will be delivered in March.

4.  Letter requesting location of curb stop sent.

5.  Tony Ascrizzi demonstrated the yield sign light.

6.  We received the pipe saw grant, and the saw will be ordered.

7.  A complaint from a citizen was received about U-turns on main street.  SDCL 32-26-                     25 allows this.  

8.  “B” Ave. fix ditch this spring.   

 

Being no further business Mayor Trullinger adjourned the meeting at 7:08 p.m.

Due to open meeting laws we would like to report a quorum of the New Underwood City Council attended legislative meetings in Pierre on February 5 & 6, 2012.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Laurie Holloway, Kathy Trullinger. Also present: Finance Officer Meri Jo Anderson. 

 

No official actions were taken about city of New Underwood business.
