MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on November 15, 2017. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, and Karin Shoemaker. Absent: Kathy Trullinger. Also present: Meri Jo Anderson, Finance Officer, Kristi Pritzkau, Assistant Finance Officer, Dir. of Public Works Tim Hall, and Dianne Trullinger. The meeting was called to order by Mayor Trullinger.

AGENDA

Motion by Gossard second by Graham to approve the agenda. Aye: all. Motion carried.

 

MINUTES

Moved by Graham second by Shoemaker to approve the November 1, 2017 minutes as presented. Aye: all. Motion carried. 

 

JAKE BRAKING

The Director of Public Works reported he has called One Call and will get the rest of the signs prohibiting jake braking up this week. After some discussion the Council would like the ordinance changed from no jake braking to no unmuffled dynamic braking considered at the next meeting for a first reading of an amendment ordinance.

ORDINANCE NUMBER 17-08
ARTICLE II – GENERAL
SECTION XII – DIVISION OF WARDS

 

 

BE IT ORDAINED by the Common Council for the City of New Underwood that Article II; Section XII; General; Division of Wards reads as follows:

 

WARDS:  The City Of New Underwood is divided into two wards, as determined in Ordinance # 82-1, and said wards are designated respectively as Wards One and Two.  The wards are described by setting forth the certain street or avenue designations or other landmarks that divide and border the wards.  Any reference to highway, avenue, or flood ditch below shall mean an imaginary line running down the approximate middle of each highway, avenue, or flood ditch.  The wards of the City of New Underwood are set forth below and the map thereof.  Any discrepancies shall be resolved by reference to the map, attached and incorporated herein by reference, rather than the physical descriptions set forth herein.

 

WARD ONE (1): All area of the City not described as Ward 2.

  

WARD TWO (2):  Commencing at the intersection of Highway 1416 and flood ditch (Orin St.); then east to City limits line east of Janklow Avenue; then south to the City limits line; then following the City limit line to the west and south to the Rail Road tracks; then west to the flood ditch (Orin St.); then north to Highway 1416, following the flood ditch.

Moved by Gossard second by Shoemaker to approve the second reading. Roll call vote. Aye: Gossard, Graham, and Shoemaker. Nay: none. Motion carried.

 

COMMUNITY CENTER RENTAL PRICES

After some conversation the following prices were set for community center rental prices.

FEE SCHEDULE
NEW UNDERWOOD COMMUNITY CENTER
$150.00 Refundable Deposit

 ALL PUBLIC EVENTS/DANCES PUBLIC OR PRIVATE              $125.00 *

                 (rummage sales, auctions, Bazaars)                                             

     PRIVATE GATHERING/NEW UNDERWOOD SERVICE CLUBS     $50.00 *                              (meetings, meals, showers, reunions, etc.)

            * If you are going to need more than one day, and the Community Center can be rented either before or after your event to another individual, you will be charged an additional $50.00 fee, otherwise it is $25.00 per day additional fee.

NO LOANING

Loaning of tables and chairs from the Community Center is not allowed.

TABLECLOTHS

A $15.00 charge will be added to the rent if the table cloths are used and the City launders them. The renter has the option of doing the laundry themselves.

COMMITTEES

     Committees appointed by the City Council and are part of the City are exempt, but must get approval from the City Council.

 

Motion by Gossard second by Graham to approve these changes effective January 1, 2018. Aye: all.  Motion carried.                  

 

GROUND STORAGE TANK

The ground storage tank that was declared surplus property in 2011 was purchased by someone but has not been picked up yet. After some debate it was moved by Shoemaker second by Graham to send this gentleman a letter giving him until April 1st to remove this tank or the City of New Underwood will retain ownership.  Also the City will not be involved in getting the tank moved out of the ground storage building.  Aye: all.  Motion carried.

 

OTHER ITEMS DISCUSSED:

  1. The Finance Officer presented the governmental funds sheets.
  2. Public Works has put the anchors on the pool cover and it looks great.
  3. The Mayor reported the liquor license transfer at the Corner Bar will be held at the next meeting.
  4. The Black Hills Mayors meeting is here in New Underwood tomorrow.
  5. The Mayor is working with the actual property owner to get the lot at 402 S. “B” Ave. cleaned up.
  6. Ground storage building.

 

 

 

Being no further business Mayor Trullinger adjourned the meeting at 6:30 p.m.
