MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 5:30 p.m. at the Community Center on July 19, 2017. Present were: Acting Mayor Teresa Gossard, Councilmembers: Larry Graham, Karin Shoemaker, and Kathy Trullinger. Also present: Meri Jo Anderson, Finance officer, Kristi Pritzkau, Assistant Finance officer, Dir. of Public Works Tim Hall, Terry Westergaard, City Attorney, Marvin Rask, Lexxy Niederwerder. Arriving Later was Randy Madsen. Absent was Mayor Trullinger.

PUBLIC HEARING

A public hearing was held from 5:30 p.m. to 6:00 p.m. to go over the proposed 2018 budget. The hearing adjourned at 6:00 p.m. and the regular meeting was called to order by Acting Mayor Gossard.

Motion by Shoemaker second by K. Trullinger to approve the agenda. Aye: all. Motion carried.



ATTORNEY OATH OF OFFICE

Terry Westergaard was introduced to the Council and Finance Officer Meri Jo Anderson administered his oath of office and thanked him for his service.



PUBLIC HEARINGS

Special License number 17-03; Corner Bar; Boondocks; July 29-August 11

No one presented themselves to voice any objections, whereupon acting Mayor Gossard closed the hearing.



MINUTES

Moved by K. Trullinger second by Graham to approve the July 5, 2017 minutes as presented. Aye: all. Motion carried.



PUBLIC WORKS

The ice machine in the community center is working.

The roller broke down, so they rented one for a week and hired an additional man to help with patching. They will start chip sealing next week.

They will be purchasing steel and reinforcing the box of the autocar dump truck.



REQUEST ON STREET DANCE

Lexxy Niederwerder requested she be allowed to hold a street dance on September 16, 2017 for her wedding and closing the streets and allow open container between Oak and Pine. After some discussion it was moved by Graham second by Shoemaker to deny this request since it is against city ordinance to allow private individuals to block off streets and have open container. Aye: all. Motion carried.





SPECIAL LICENSE

SL#17-03 Corner Bar; Boondocks; July 29-August 11, 2017.

Motion by Shoemaker second by Graham to approve this permit. Aye: all. Motion carried



SPIKING PERMIT

SP#17-03; Jackie Dahlquist; July 22, 2017; Anniversary; Community Center.

Motion by Trullinger second by Graham to approve this permit. Aye: all. Motion carried.



BUILDING PERMIT

BP#17-14; Alicia and Scott Wright; 104 S. Janklow; deck

Moved by Graham second by K. Trullinger to approve this building permit pending payment. Aye: all. Motion carried.



OTHER ITEMS DISCUSSED:

Councilors Gossard, Graham, and Shoemaker all attended the elected officials workshop in Pierre today and felt it had a lot of useful information.
Anderson and Pritzkau attended the debit and credit workshop and a budget workshop all in Pierre. They were very informative.
Letters of abatement were sent on a yard, a needed building permit, and changing a residential to commercial garbage.
Letter on mowing at an address on “A” Ave. will be sent. Also condemning a building on this property will be addressed at the next meeting.
Tree Limbs that blow down should be picked up by the property owners, so please make sure your property is cleaned up and if it falls on streets or alleys please clean up the area.
Hot Rodding continues to be a problem.


Being no further business Acting Mayor Gossard adjourned the meeting at 6:37 p.m.
