MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on July 14, 2020. Present were: Mayor Teresa Gossard, Councilmembers: Larry Graham, Tera Hockenbary and Tara Richter. Telephonically: Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Jaedyn Finkbeiner and Serena Rice. The meeting was called to order by Mayor Gossard with the Pledge of Allegiance following.



PUBLIC HEARING

A public hearing was held for Moe’s Bar and Grill; Special License #20-10, 2020; for the rodeo on Sept. 4, 2020 at the rodeo grounds. With no input the hearing was adjourned at 6:03 p.m.



AGENDA

Motion by Graham second by Richter to approve the agenda. Aye: all. Motion carried.



MINUTES

Moved by K. Trullinger second by Richter to approve the July 1, 2020 minutes with the following corrections GENERAL FUND - WREA (Service) -1782.43; TOTAL: 24279.17; WATER FUND WREA - (Service) -941.95; TOTAL: 4055.67



POOL MANAGER

Swim lessons are going well and the manager will see if there is any interest in an additional session and whether morning or evening classes would be preferred. Please contact City Hall or respond on the Sami Jo Memorial Pool Facebook page to voice your preference.



MAYOR

As there has been a complaint from a citizen about an alley Public Works will put some gravel down to help prevent ruts.



203 S. C AVE.

Mayor Gossard spoke to the owner of the property at 203 S. C Ave. and he stated that the mobile home will be removed by the end of July barring any unforeseen events.



SUPPLEMENTAL BUDGET ORDINANCE #20-04

It was moved by Graham seconded by Hockenbary to approve the first reading of Supplemental Budget Ordinance #20-04 in the amount of $7,500.00 to pay for the pool heater installation and winterizing of the pool in 2019. Aye: all. Motion carried.



BUILDING PERMITS

It was moved by Graham seconded by K. Trullinger to approve BP #20-17 for Hazel Phillips to build a reception hall at 227th St. pending payment. Once this is a functioning business a malt beverage and wine license will need to be filed and a public hearing held to approve. Aye: all. Motion carried.
It was moved by K. Trullinger seconded by Richter to approve BP #20-18 for Treshelle Hall to place an 8’x10’ shed at 200 E. Ash St. as it meets all setbacks. Aye: all. Motion carried.
It was moved by Graham seconded by Hockenbary to approve BP #20-19 for Tony Ascrizzi to install a new roof on the house at 505 S. B Ave. with some changes to the original roof. Aye: all. Motion carried.
It was moved by Richter seconded by Hockenbary to approve BP #20-20 for Bill Tines to install a 32’ x 48’ carport on the property at 16084 Hwy. 1416 as it meets all setbacks. Aye: all. Motion carried.
BP #20-21 for Chad Tussing for a 14’ x 14’ pergola at 212 S. Janklow Ave. was tabled until exact measurements are received for the setbacks. Note: adjacent property owners have been notified if a variance is required.
SPECIAL LICENSES

It was moved by Graham seconded by Richter to approve SL #20-10 for Moe’s Bar & Grill at the Rodeo Grounds on Sept. 4, 2020 for a rodeo. Aye: all. Motion carried.
It was moved by K. Trullinger seconded by Hockenbary to approve SL #20-11 for Moe’s Bar & Grill at the Community Center on Sept. 19, 2020 for an anniversary. Aye: all. Motion carried.
PAYGOV

After some discussion it was moved by Graham seconded by Hockenbary to discontinue using PayGov as a way for residents to pay the monthly bills as there will be an alternative way to pay soon and as always, residents are able to call the office to pay by card or a payment can be left in the door after hours. Aye: all. Motion carried.



2021 BUDGET

The Finance Director explained the budget process for the Council as a refresher for the next meeting.



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
Public works will be spraying for mosquitos as soon as conditions allow.
The Autumn Village property owner will be contacted concerning mowing issues at some residences.
As a fundraiser for the pool is not possible this year due to CDC recommendations for social distancing, donations are encouraged so the pool can continue to have free swimming. Letters requesting donations will be sent out by City Hall and the pool staff.


Being no further business Mayor Gossard adjourned the meeting at 6:45 p.m.
