                            MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on January 21, 2009.  Present were: Mayor Benita R. White, Councilmember’s: Michael Green, Tyler Richter, John Torrey, and Jack Trullinger; Also present:  Fin. Officer Meri Jo Anderson, Dir. Public Works Greg Hall, Deputy McPherson, George Langendorfer, Cris, Sydnie, Summer Allen, and Diane Trullinger.

    

AGENDA

Moved by Green second by Trullinger to approve the amended agenda.  Aye: all. Motion carried.

 

MINUTES                                                               

Moved by Torrey second by Trullinger to approve the January 21, 2009 minutes as presented.  Aye: all.  Motion carried.

 

CENSUS

Motion by Trullinger second by Torrey to allow the census people use of the Community Center for interviews and training. Aye: all.  Motion carried.

 

PILOT STUDY ON RADIOLOGICAL

The radiological report from WRT was presented to the Council.  Councilman Green would like to find out if other Cities with high radiological have the unexplainable high and low readings that New Underwood does.  The staff will try to obtain data on this.

 

RESOLUTION NUMBER 09-01

Resolution Number 09-01 was reintroduced.  Motion by Trullinger second by Richter to approve Resolution Number 09-01.  Discussion followed with each Councilmember individually agreeing that rates need to be raised.  Roll call vote.  Aye:  Green, Richter, and Trullinger.  Nay: Torrey.  Motion carried.  Councilman Torrey stated he would like to look at finding other avenues on cutting back on expenses.

 

RESOLUTION NUMBER 09-01

 

WHEREAS, the City of New Underwood has evaluated the rising costs of providing water, sewer, and garbage to its citizens, and

 

WHEREAS, these enterprise funds have been running in the negative for over three years, and

 

WHEREAS, water fees have not raised since 1998, sewer fees since 1983, and garbage fees since 1992, and

 

WHEREAS, the City of New Underwood presently has ordinances which govern the operation of the municipally owned enterprise funds and these ordinances provide for changes by resolution as may be necessary, as determined by the Council, and

 

NOW THEREFORE BE IT RESOLVED that the following rates will be effective on March 1, 2009:

 

Water: 

Residential – a minimum of $18.00 for the first 3,000 gallons and $4.50 per 1,000                               thereafter.

Rural (non-municipal) – a minimum of $36.00 for the first 3,000 gallons and $5.50 per 1,000 thereafter.

Sewer:

Residential - $14.60 a month

Commercial - $14.60 a month

Garbage: (prices include sales tax)

Residential (family domestic unit) - $15.60 a month

Commercial - $39.00 a month per dumpster; and $19.50 for special commercial rate

Rural – $22.10 a month residential; dumpsters - $55.00 a month

BUILDING PERMIT

The letter to Mr. Gimpel was sent and a copy of this correspondence was presented.  Motion by Trullinger second by Torrey to send the same letter certified, return receipt requesting compliance by the February 3rd meeting, and that all penalties retroactive back to the January 21st date.  Aye:  all.  Motion carried.

 

BP#09-03; FMG; 701 S. “A” Ave.; tear down building.

Moved by Green second by Torrey to approve this permit pending signature.  Aye: all.  Motion carried.

 

NEXT AGENDA

Councilman Torrey addressed the need to increase user fees at the swimming pool, cutting the Mayor’s wages, building permit rates, and increasing the price of water at the water salesman.  The Mayor stated these items will be put on the agenda February 4, 2008

 

RESOLUTION NUMBER 09-02

Resolution Number 09-02 was introduced.

 

RESOLUTION NUMBER 09-02

 

WHEREAS, the City of New Underwood has identified the need to submit an application for a Community Block Grant (CDBG) for the WRT Treatment System project located at the City’s Well #2; and,

 

WHEREAS, the City of New Underwood expects to complete the proposed project with the assistance of CDBG program funds in the amount of $171,250.00 and a Drinking Water State Revolving Fund loan; and,

 

WHEREAS, the City of New Underwood has a majority of low to moderate income residents; and,

 

WHEREAS, with the submission of the CDBG application, the City of New Underwood assures and certifies that all CDBG requirements will be fulfilled by the city of New Underwood.; and,

 

NOW, THEREFORE BE IT RESOLVED, that the Mayor and/or Finance Officer of the City of New Underwood be authorized to execute the CDBG application, any amendments thereto, and any and all documents necessary, and execute any and all contract documents pertaining to the project.
