MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

The New Underwood City Council held hearings and a regular meeting on August 22, 2005 starting at 5:00 p.m. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, and LeeAnn Schumacher. Absent: Tyler Richter. Also present: The Fin. Officer Meri Jo Anderson, Asst. Fin. Officer Teresa Gossard, Dir. Public Works Greg Hall, and Larry Graham. Arriving later: Officer Przmus, Christi Hendrickson, and Al Ackerman.

BUDGET HEARING

The Finance Officer presented proposed figures at a hearing on the 2006 budget at 5:00 p.m. with those present going through the budget by line items and discussing priorities and realities. The hearing adjourned at 6:05 p.m.

HEARING – MOVE ON PERMIT

A hearing for the placement of a mobile home on a single lot at 301 W. Elm St. was held at 6:05 p.m. No one presented themselves to voice any objections to this permit. The hearing adjourned at 6:10 p.m. with the regular meeting called to order immediately following.

Moved by Schumacher second by Green to approve the amended agenda. Aye: all. Motion carried.

MINUTES

Motion by Dahlquist second by Schumacher to approve the August 3, 2005 minutes as presented. Aye: all. Motion carried.

DRAINAGE ON WEST 1416

The City Engineer had three proposals on how to address the drainage problem on west 1416. The Council, in length, discussed that they could move the culverts up and down, since that is the only part of this problem the City had anything to do with, but that would not solve the problem. Cost estimates will be obtained from Gossard and cost estimates from the City doing the work in house (which may not be feasible since over 750 cubic yards of dirt must be moved). Then property owners involved will be contacted to meet with the City on which solution they would prefer and sort out the details of the special assessment that will be needed.

LAW ENFORCEMENT

Officer Przmus reported on a nuisance that needs abated. The Mayor and Council stated this is an ongoing problem, which will be abated. Other items discussed: noise complaint is being handled in house so far; a dog problem was ticketed on County Ordinance; 911 has new map; a pick up has been moved off street to private property; changing hours to be more visible.

SWIMMING POOL

Pool and Spa will be contacted to install the new baffle and a cost estimate on maintenance will be obtained. The pool will be temporarily closed until the chlorine level is corrected.

ADDRESS CHANGE ORDINANCE

Ordinance Number 05-06 received its second reading.

ARTICLE IV – PLANNING & ZONING

MAPS A - B - C

AN ORDINANCE TO AMEND ARTICLE IV; PLANNING & ZONING MAPS A,B,C.

BE IT ORDAINED by the Common Council for the City of New Underwood that Article IV; Planning & Zoning; Maps A, B, & C be amended to read as follows in order to comply with 911 addressing system:

Box Elder Street be renamed Highway 1416

Adams Avenue be renamed 161st Avenue

Orin Street be deleted entirely, since it is now a drainage channel

BUILDING PERMITS

BP#05-21; Robert & Sharon Edgar; 301 W. Elm St.; move on mobile home & addition.

Since no one presented themselves to voice objections to this permit it was moved by Green second Schumacher to approve this permit pending payment and with the stipulation it be in line with other adjacent structures. Aye: all. Motion carried.

 

 

RESOLUTION NUMBER 05-03

Resolution Number 05-03 was introduced.

RESOLUTION NUMBER 05-03

WHEREAS the City of New Underwood must reapply for a surface water discharge permit to discharge wastewater every five years, and

WHEREAS the chief elected official must be designated to sign any and all documents necessary to apply for this permit, and

NOW THEREFORE BE IT RESOLVED by the New Underwood City Council that Mayor, Benita R. White, be designated to sign any and all documents to apply for this South Dakota Surface Water Discharge Permit.

STREET SYSTEM

Resolution Number 05-04 was introduced.

RESOLUTION NUMBER 05-04

BE IT RESOLVED by the New Underwood City Council that East Ash Street from Janklow Ave. running west to the east corner of the football field be accepted onto the City Street system, since it was built to City specifications and approved.

OTHER ITEMS DISCUSSED THROUGHOUT MEETING

  1. Chip seal project is still on going.
  2. The Autocar (truck) is currently broke down and in Rapid City being fixed. Estimated cost to repair is around $2,000.00.
  3. City Hall renovation and old Governors residence tabled until we hear from the movers.

Being no further business the Mayor adjourned the meeting at 7:05 p.m.
