MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on February 18, 2009. Present were: Mayor Benita R. White, Councilmember’s: Michael Green, Tyler Richter, John Torrey, and Jack Trullinger; Also present: Fin. Officer Meri Jo Anderson, Dir. Public Works Greg Hall, Highway Patrol Kevin Kinney, Counselor Jami Reed, Deputy McPherson, George Bills, and Tony Ascrizzi.
AGENDA
Moved by Green second by Torrey to approve the amended agenda. Aye: all. Motion carried.
MINUTES
Moved by Richter second by Trullinger to approve the February 4, 2009 minutes as presented. Aye: all. Motion carried.
SEWER JET MACHINE
The Mayor found that Beresford had a sewer jet machine available for sealed bids appraised at $2500.00. After some discussion it was moved by Richter second by Green to have Mr. Hall go look at this machine and authorize him to bid up to a specified amount. Aye: Green, Richter, and Torrey. Nay: Trullinger. Trullinger voted nay since he felt it was not a good time to make a purchase like this since we just increased rates. The rest of the Council noted they are trying to save money purchasing a used one, since a new one is a large expense.
LAW ENFORCEMENT
Highway Patrol Kevin Kinney, Counselor Jami Reed, and Deputy McPherson held a power point presentation on the Tri County Alcohol & Drug Awareness program that they will have for the New Underwood and Douglas students on May 4th. They requested a $100.00 donation to help with the refreshments. Moved by Richter second by Green to grant this request. Aye: all. Motion carried. The Council thanked them for the informal presentation and their dedication to the youth.
WATER SALESMAN
Reports on the yearly revenues from 2001 to 2009 and the prices of water per 1,000 gallons from neighboring communities dealing with the water salesman were presented. Councilman Torrey would still like to raise the rates to $8.00 per 1,000 gallons at the water salesman and purchase a new coin box for $2,660.00. The other councilman and Mayor discussed the problem of the money box sitting on the outside of the building with a new box, a decrease in customers due to a price raise, fixing something that is not broke, the need to bring people into the City to get sales tax dollars, and helping the ranchers who are members of the Community. Councilmen Green, Richter, and Trullinger agreed they were not in favor of raising the price or putting in a new box and stated this issue is dead.

Ordinance Number 09-01 received its second reading.

Motion by Trullinger second by Richter to approve the second reading of Ordinance 09-01. Roll call vote. Aye: Green, Richter, and Trullinger. Nay: Torrey. Motion carried. Councilman Torrey felt this was too large of an increase at one time.
MAYOR AND COUNCIL SALARY
Discussion on taking the health insurance away from the Mayor’s salary and decreasing Council wages followed. The Mayor stated that she did not like the idea of reducing the Council salary, since it is hard to get people to run for this position anyway. Motion by Trullinger second by Green to amend Article II Section VII Mayor & Council salary, lowering the Council salary from $50.00 to $30.00 and approve this as the first reading of Ordinance Number 09-02. Aye: all. Motion carried.
GIMPEL PERMIT
Councilman Trullinger felt the City had wasted enough time and money on this issue and moved that the City deny the building permit until it is signed and paid for and no further action be taken. Second by Torrey. Aye: all. Motion carried.
SPECIAL COMMERCIAL GARBAGE RATE
FMG requested the special commercial garbage rate, due to the low volume of garbage they have. Motion by Richter second by Trullinger to grant this request. Aye: all. Motion carried.
AMBULANCE DEPT.
Jack Trullinger, ambulance chief, stated the ambulance department is still hurting for personnel, they need EMT’s or drivers. If you are interested please contact City Hall or Jack Trullinger.
OTHER ITEMS DISCUSSED:
- The Finance Officer presented the governmental funds sheets.
- The Pet Clinic will be held April 26th from 1:00 p.m. to 3:00 p.m.
- Clean Up week-end will be April 25th & 26th.
Being no further business the Mayor adjourned the meeting at 7:30 p.m.
