MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held on October 3, 2005 at 6:00 p.m. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter and LeeAnn Schumacher. Also present: The Fin. Officer Meri Jo Anderson, Asst. Fin. Officer Teresa Gossard, Dir. Public Works Greg Hall, Asst. Dir. PW Jack Trullinger, Officer Przmus, Frances Peterson, Kristi Lemke, and Steve Swanson.
AGENDA
Moved by Schumacher second by Green to approve the amended agenda. Aye: all. Motion carried.
MINUTES
Motion by Dahlquist second by Richter to approve the September 21, 2005 minutes. Aye: all. Motion carried.
FINANCIAL REPORT & BILLIST
The Finance Officer presented the financial reports, bill-list and vouchers. Motion by Richter second by Dahlquist to approve the financial reports and the following warrants as presented. Aye: all. Motion carried.

LAW ENFORCEMENT
Officer Przmus presented his written monthly report. Officer Przmus contacted the State & County about the interstate sign that is missing, between these two departments the sign will be put back up. Last months report had the incorrect date. Noise complaint resolved to everyone’s satisfaction.
DRAINAGE WEST 1416
Gossard Dirtwork submitted a quote of $2500.00 plus material to fix the drainage on west 1416. A lengthy discussion followed that included: special assessment, concerns on the City installing culverts, charging for surveying to make sure drainage works when new developments come in, filling in the low spots slowly, rip rap, tree removal, and treating mosquitoes. Moved by Green second by Richter that the Public Works Dept. will work on this drainage themselves, slowly when time allows over the next few years as dirt is accumulated from new properties being built. Aye: all. Motion carried.
CITY HALL RENOVATION & MANSION
Senator Thune’s Office called and they have a lead on where the City can obtain a grant for the $200,000.00 to move the old governor’s residence. The City will check to see if this grant could possibly be used for a new building for the clinic, museum, and City Hall, if the mansion deal falls through.
BUILDING PERMITS
Steve Ruff withdrew his building permit and variance #05-23 for a shed, since the neighbors expressed opposition to the variance on set backs.
SPIKING PERMITS
Spiking Permit -# 05-08; Kristi Lemke; October 14, 2005
Motion by Richter second by Dahlquist to approve this permit. Aye: all. Motion carried.
WATER AVAILABILITY
Steve Swanson questioned the Council about a pasture tap to the south and west of the City. Tapping into someone else’s service line, the railroad, easements, and the creek were obstacles. This water availability was tabled until Mr. Swanson can speak to some of the people he would need permission from.
RESIGNATION & VACANCY
Councilman Richter submitted his resignation letter effective at the close of old business Oct. 19, 2005. He is getting married and will be moving to Rapid City at the end of this month. Motion by Schumacher second by Dahlquist to accept this resignation. Aye: all. Motion carried. The Mayor, Council, and staff thanked him for his service to the Community.
The Council requested that anyone interested in filling this vacancy in ward one until the next election should contact the Mayor, a Councilman, or City Hall.
OTHER ITEMS DISCUSSED THROUGHOUT MEETING
- A letter needs to be sent to a property owner on "B" Ave. that they need to mow the lawn.
Being no further business the Mayor adjourned the meeting at 6:45 p.m.
