MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held on September 19, 2007 at 6:00 p.m. in the Community Center. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and John Torrey. Also present: Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Officer Johnston, Tralice Ellis, Mike Holloway, Chad Feldman, Cris Allen, Harry Jensen, Lynette Stangle, Lena Matt, Corlie Rohr, and Sheila White.
AGENDA
Moved by Green second by Torrey to approve the amended agenda. Aye: all. Motion carried.
MINUTES
Moved by Dahlquist second by Richter to approve the September 5, 2007 minutes as presented. Aye: all. Motion carried.
CENTENNIAL
The Mayor gave an update on the Centennial Meetings. She reported the proof gun is done, Average German Band playing here, purchasing of souvenirs for resale.
COMMUNITY CENTER
The Mayor reported no one has applied for cleaning the Community Center. Posters will be hung for applicants to apply at City Hall.
SWIMMING POOL
The Swimming Pool will be drained and winterized next week. Cris Allen reported that if she will teach a lifeguard class for the YMCA for free then the City of
BIDS ON PUBLIC WORKS BLDG.
Two bids were opened and read at the last meeting on this building and according to SDCL 5-21-1 a surety bond in the amount of the contract price must be provided from the successful bidder. The Mayor reported the options available to the Council on how to proceed. Since one of the bidders was not aware of this law it was moved by Green second by Torrey to reject all the bids and rebid this project. Roll call vote. Aye: Dahlquist, Green, Richter, and Torrey. Nay: none. Motion carried. The Council will open bids at the next Regular Council meeting October 9th.
DUMPSTER LOCATION
The Mayor reported that after sending letters to property owners stating we would be moving dumpsters the majority of the residents have contacted City Hall and want the convenience of the dumpsters where they are. The Council instructed a letter be sent to these property owners informing them that the dumpsters will stay. Painting the dumpsters or putting them in enclosures was also discussed.
ORDINANCE NUMBER 07-05
Ordinance Number 07-05 received its second reading.
Motion by Richter second by Dahlquist to accept the second reading of 2008 Budget Ordinance Number 07-05. Roll call vote. Aye: Dahlquist, Green, Richter, and Torrey. Nay: none. Motion carried.
SPIKING PERMITS

Motion by Richter second by Dahlquist to approve spiking permits 6 through 8. Aye: all. Motion carried.
SURPLUS PROPERTY
The Council sat as the appraisal board for the surplus property. The Council agreed the sealed bids will be opened on October 9, 2007.
OTHER ITEMS DISCUSSED:
- The Finance Officer presented the monthly governmental funds sheets.
- The quotes from Weston & Taylor on isolating the well zones have not been received.
- New Public Works employee Chad Feldman was introduced.
- Officer Bruce Johnston reported that the traffic on the one way street is working correctly.
- The rural water feasibility study should be ready next meeting.
- The public works dept. has started graveling some alleys.
Being no further business the Mayor adjourned the meeting at 8:05 p.m.
