MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on December 17, 2014.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Larry Graham, Laurie Holloway, and Kathy Trullinger. Also present: Finance Officer Meri Jo Anderson, Dir. of Public Works John Bale, and Dianne Trullinger. The meeting was called to order by Mayor Trullinger.

 

AGENDA

Motion by Buchtel second by Holloway to approve the agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by Graham second by Holloway to approve the December 3, 2014 minutes.   Aye: all.  Motion carried. 

 

FOOD PANTRY

The Council expressed gratitude to the Boy Scouts and Longhorn Steakhouse for refilling the New Underwood food pantry. There now are three full tables of canned goods.

 

PUBLIC WORK

Public Works sanded, trees taken to Community Center, making bottoms for totes, WRT system clearing up.

Paul’s Electric will be getting us a quote on installing a timer for the well to restrict pumping into the water storage tank to evening hours, whenever possible. The Finance Officer reported this could cut the electric bill in half.

 

ELECTION DAY

Motion by Buchtel second by Holloway to set the municipal election date as the second Tuesday of April for 2015.  Aye: all.  Motion carried.

 

2015 INSURANCE

Moved by Holloway second by Buchtel to approve the 2015 Insurance proposal with the SD Public Assurance Alliance.  Aye: all.  Motion carried.

 

SPECIAL LICENSE

SL#14-05; Moes & Downtown Bars; December 31, 2014

Motion by Graham second by Buchtel to approve this permit.  Aye: all.  Motion carried.

 

SPIKING PERMITS

SP#14-13; Clayton Lemke; December 26, 2014

Moved by Graham second by K. Trullinger to approve this permit.  Aye: all.  Motion carried.

 

RESIGNATION

John Bale gave his written resignation effective January 8, 2015.  Motion by Buchtel second by Holloway to reluctantly accept this resignation.  Aye: all.  Motion carried. The position of Public Works supervisor will be advertised in the Journal and on the website.  (The Finance Officer will also check on the deadline for the SD Municipal League Magazine.) After list narrowed the Council will interview candidate. Mr. Bale will continue to help with water samples and such until a replacement is found.

 

 

RESOLUTION NUMBER 14-06

RESOLUTION NUMBER 14-06

 

WHEREAS the New Underwood City Council sees that local government can be benefit from an additional source of funding for infrastructure projects, and

 

WHEREAS the State Legislature could allow municipalities an option to permit Municipalities to adopt,  by Ordinance, an additional penny sales tax for specific infrastructure projects; with a municipal election being held to get approval from the voters; and the year or number of years the tax will apply noting this cannot be extended without a vote of the citizens; and

 

NOW THEREFORE BE IT RESOLVED by the New Underwood City Council that the Legislature of the State of South Dakota be encouraged to provide for statutory powers to allow  a local option additional penny of municipal sales tax, with the approval of our voters for specific infrastructure projects.

OTHER ITEMS DISCUSSED:

  1. The Finance Officer presented the monthly governmental funds sheets.

  2. All of the Council have rooms for Legislative Day February 3 & 4, 2014. (This will be considered a special meeting, since a quorum will be present, with no official action to be taken.)

     

    Being no further business Mayor Trullinger adjourned the meeting at 6:30 p.m.
