Minutes October 17, 2018

MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on October 17, 2018. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Karin Shoemaker and Kathy Trullinger. Absent: Teresa Gossard. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Dir. of Public Works Tim Hall, Marvin Rask, Kim Karp, Keith Karp, Wes Flint, and Ava Krebsbach. The meeting was called to order by Mayor Trullinger.



AGENDA

Motion by K. Trullinger second by Graham to approve the agenda. Aye: all. Motion carried.



MINUTES

Motion by Graham second by Shoemaker to approve the October 12, 2018 minutes as presented. Aye: all. Motion carried.



PUBLIC WORKS

Mr. Hall said that as he is working alone right now he would prefer that someone else be in charge of building the racks for the solar panels at the pool, but that he would help as much as possible. The Council agreed that quotes should be looked into for the construction of the racks.



MAYOR

Terry Westergaard, City Attorney called and stated the Council had acted appropriately in regards to the caretakership at 522 S. A Ave.



MOVE ON PERMIT

Mr. Graham proposed adding a $500.00-$1,000.00 deposit/fee to the move on permits for mobile homes to be refunded if skirting is complete within 30 days of moving into town. The penalty ordinance currently states that the fee is $100.00-$200.00 and the fee can be applied every 72 hours until completed. This issue will be revisited at the next meeting.

RESOLUTION 18-08

RESOLUTION OPPOSING CONSTITUTIONAL AMENDMENT W





WHEREAS, the State of South Dakota’s Constitution has enshrined representative government within the state; and,



WHEREAS, Amendment W would establish a non-elected board which has the authority to create rules for 11 sections of law; and,



WHEREAS, unfunded mandates passed by the Federal and State Governments have already placed a significant burden on local finances and force locally elected leaders to invest taxpayer funds on items that have not been requested by local taxpayers; and,



WHEREAS, the creation of a new board with such authority will likely increase the number of unfunded mandates and exacerbate the financial stress placed upon municipalities by such unfunded mandates; and,



WHEREAS, Amendment W proposes to establish a fourth branch of government, not subject to the checks and balances of the Legislature, South Dakota Courts or Executive Branch.



NOW, THEREFORE, IT IS HEREBY RESOLVED that the New Underwood City Council does hereby state its opposition to Amendment W because it threatens the financial future of municipalities and grants radical powers to an unelected board.

OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented by the Finance Officer.
A supplemental budget will be proposed next month.
The pool will be winterized by this Friday or next Monday.
Bushes in the alley east of A Ave. and north of Elm St. are being looked into.


Being no further business Mayor Trullinger adjourned the meeting at 6:20 p.m.
