MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on June 19, 2019. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Karin Shoemaker and Kathy Trullinger. Absent: Councilmember Teresa Gossard. Also present: Finance Director Meri Jo Anderson, Finance Officer Kristi Pritzkau, Dir. of Public Works Tim Hall, Colin and Sara Hansen, Sami Wright, Serena Rice, Marvin Rask and Melanie Tish. The meeting was called to order by Mayor Trullinger with the Pledge of Allegiance following.
PUBLIC HEARINGS
A variance was requested by Economic Development for the property at 402 S. B Ave. for the front steps.The setbacks are 10 foot; they are requesting the setback be 4 foot off of Oak St. right of way. Letters were sent to adjacent property owners to inform them of the request. Hearing no objections, this hearing was closed at 6:03 p.m.
Special License #19-09 for Moe’s Bar and Grill at the Rodeo Grounds for a Fundraiser on September 7, 2019. With there being no objections, this hearing was closed at 6:05 p.m.

Motion by Shoemaker second by K. Trullinger to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by K. Trullinger second by Shoemaker to approve the June 5, 2019 Council meeting minutes. Aye: all. Motion carried.
FINANCE DIRECTOR
Pennington County has become a member of the Black Hills Council of Local Governments. That gives communities with under 1,000 residents eligible to use their services. This will be a great learning tool for the finance officer.
PUBLIC WORKS
The pool rack for the heaters is done.
They have mowed some properties in town.
Fogging for mosquitos was done on June 13, 2019. It will be done again before July 4th.
Mosquito biscuits have been placed in standing water.
EZ Street is being put on the roads again where needed.
John Hall is helping as there were no applications received for summer help.
MAYOR
28 people were contacted concerning mowing of their yards since the last meeting.
100 S. C Ave. was mowed by Public Works. A bill for this year and last year has been sent to the company that has paid the taxes.
The fence at 16052 Highway 1416 has been moved to within the setbacks.
The property owner at 513 S. A Ave. has said they will mow the yard and fill the hole sometime this week. If it is not they will be sent a letter of abatement.
The City Hall will be closed on July 5, 2019 with no paid leave.
A webinar concerning 5G field deployment is scheduled for June 27, 2019 at 12 p.m. Mayor Trullinger invited the Council to join him to take part in this webinar at City Hall.
ORDINANCE #19-05
Ordinance #19-05 Small Cell Facility Ordinance concerning the City of New Underwood’s 5G Cell Phone Facilities Regulations received its second reading. This Ordinance is available in its entirety at City Hall. Roll call vote: Aye: Graham, Shoemaker and K. Trullinger. Motion carried.
VARIANCE
Economic Development requested a variance at 402 S. B Ave. for the front steps. Motion by Graham second by Shoemaker to approve this license as there were no objections at the Public Hearing. Aye: all. Motion carried.
SPECIAL LICENSES
SL#19-09 for Moe’s Bar and Grill at the Rodeo Grounds for a fundraiser on September 7, 2019 was considered. Motion by K. Trullinger second by Shoemaker to approve this license as there were no objections at the Public Hearing. Aye: all. Motion carried.
Special License #19-10; Moes Bar & Grill requested closure of the street on A Ave. from Oak to Pine and open container for that same area for a street dance after the 4-H Rodeo July 27, 2019 from 3 p.m. to midnight. There is to be access for emergency vehicles and for residents who live in this area and wrist bands will be used. Motion by K. Trullinger second by Shoemaker to approve Special License SL#19-10. Aye: all. Motion carried.
BUILDING PERMITS
Motion by K. Trullinger second by Shoemaker to deny Building permit #19-13as permission will not be granted by the property owner for where it is currently sitting; 212 S. D Ave; Vania Burnette; Shed. Aye: all. Motion carried.
Motion by Shoemaker second by K. Trullinger to approve Building permit #19-14; 800 S. A Ave.; Rhonda Torrey/DeLynn Willis; building for dog kennel. Aye: all. Motion carried.
Motion by K. Trullinger second by Shoemaker to approve Building permit #19-15; 205 E. Oak St.; Sara Hansen; Gazebo as it is in line with adjacent buildings. Aye: all. Motion carried.
VOLUNTEERS
Motion by Shoemaker second by Graham to add Josie Tish to the approved volunteer list for the Sami Jo Memorial Pool. Aye: all. Motion carried.
OTHER ITEMS DISCUSSED:
Governmental fund sheets were presented.
Being no further business Mayor Trullinger adjourned the meeting at 6:21 P.M.
