Minutes December 21, 2016
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on December 21, 2016. Present were: Councilmembers: Teresa Gossard, Karin Shoemaker (teleconference) and Kathy Trullinger. Absent: Mayor Trullinger. Also present: Larry Graham, Meri Jo Anderson, Finance Officer, Dir. of Public Works Tim Hall and Deputy McPherson. The meeting was called to order by acting Council President Teresa Gossard.
AGENDA
Motion by K. Trullinger second by Shoemaker to approve the agenda. Aye: all. Motion carried.
MINUTES
Moved by Gossard second by Shoemaker to approve the December 6, 2016 minutes as presented. Aye: all. Motion carried.
WARD ONE VACANCY
Motion by Gossard second by Shoemaker to appoint Larry Graham to fill the vacancy in Ward 1 caused by Holloway’s resignation until the next election. Roll call vote. Aye: Gossard, Shoemaker, and K. Trullinger. Nay: none. Motion carried. Whereupon Councilor Gossard administered the oath of office to newly appointed Councilor Graham.
INSURANCE
For approximately $400.00 a year all the property values have been raised to replacement costs. Also the Enhanced Crime Coverage has been added for an additional $25.00 a year. (This covers all thefts, even those done by Elected Officials and Staff.)
PUBLIC WORKS
The large doors on the shop have been insulated by PW.
Community Center heater went down, but is now working. The sign above the small furnace needs to be put back up.
LAW ENFORCEMENT
Deputy McPherson is on vacation until the first of the year, so other deputies will be filling in. Be safe and Merry Christmas.
Deputy McPherson will retire March 15, 2017.
CODE RED
Mr. Hall reported on code red: a phone, text, email, twitter, etc. system to notify citizens when garbage pick up is delayed due to winds, water breaks, and other emergencies with the approximate cost being $1500.00 a year. Motion by Shoemaker second by Trullinger to approve this purchase and get started on a contract for 2017. Aye: all. Motion carried.
BUILDING PERMIT
BP#16-28; Arnie Leach; 203 S. “C” Ave; move in mobile home
Moved by Gossard second K. Holloway to approve this permit, since it meets the current ordinance. Aye: all. Motion carried.
The mobile home ordinance on mobile home parks is being reconsidered by the Council. The Council instructed that a letter be sent to each mobile home park owner, requesting their cooperation and input on how this ordinance should be written in order to achieve the aesthetic improvement of the city that all citizens and business owners want.
CHANGING THE MEETING DATE
Councilor Shoemaker requested moving the meetings to a different day due to her schedule. After discussion of the pros and cons, it was moved by Shoemaker second by Graham that starting on January 17th the meetings will start at 7:00 p.m. on the 1st and 3rd Wednesdays. Aye: all. Motion carried.
OTHER ITEMS DISCUSSED:
- January Notice of vacancy for the election April 12, 2017.
- The Mayor Challenge raising monies for cancer will start in February was tabled until Mayor Trullinger returns.
Being no further business Mayor Trullinger adjourned the meeting at 6:50 P.M.
