MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on March 16, 2021. Present were: Mayor Teresa Hall, Councilmembers: Larry Graham, Tera Hockenbary, Tara Richter and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Public Works Director Tim Hall, Kyla Medley and Tyler Richter. The meeting was called to order by Mayor Hall with the Pledge of Allegiance following.



AGENDA

Motion by K. Trullinger second by Richter to approve the agenda. Aye: all. Motion carried.



MINUTES

Motion by Hockenbary second by Graham to approve the March 2, 2021 regular meeting minutes and the March 15, 2021 Board of Equalization meeting minutes. Aye: all. Motion carried.



PUBLIC WORKS

Some meters froze during the cold snap. It has become much easier to replace the heads. The residents are responsible for the replacement meter heads as the City covered the initial cost.
MAYOR

A letter has been sent to a resident allowing someone to stay in a camper on their lot to inform them that is against City Ordinances.
The Janklow water line that broke has been paid in full by the residents affected.
FIRE HYDRANTS

There are 2 fire hydrants that need repaired. One is stuck open and the other will not open. Rural Water Systems will help install the parts. Motion by Graham second by Richter to spend up to $900.00 to repair both. Aye: all. Nay: none. Motion carried.

An Ordinance to amend SECTION XIV. TRANSPORTED HOMES ON SINGLE LOTS

Note: additions are underlined

5. The transported home shall be provided with skirting from the bottom of the walls to the ground within thirty (30) days of move on. Prior to move in there will be a $750.00 deposit to be returned only upon completion of the installation of the skirting and stairs at all exits if within 30 days. This skirting must be constructed of fire-retardant material.

Motion by Graham seconded by K. Trullinger to approve the second reading of Ordinance #21-03. Roll call vote. Aye: Graham, Hockenbary, Richter and K. Trullinger. Nay: none. Motion carried.



POST PROM DONATION

Kyla Medley requested a donation for post prom. Motion by Hockenbary seconded by Richter to approve a donation in the amount of $100.00 for post prom activities. Aye: all. Nay: none. Motion carried.



BOYDSTON HEIGHTS PLAT

This was tabled until the property owner could get more information from Pennington County.



BUILDING PERMITS

Motion by Graham second by Hockenbary to approve BP #21-06 for the New Underwood School District for no cost to build a new crow’s nest at the football field. Aye: all. Motion carried.



Motion by Richter second by Hockenbary to approve BP #21-07 for a new deck for The Hall at 418 S. A Ave. Aye: all. Motion carried.



CLEAN UP WEEKEND & PET CLINIC

April 24 & 25, 2021 is the date scheduled for the annual clean up weekend. The dump will be manned from 8 a.m. to 4 p.m. both days, with citizens taking their own items to the dump. In the case of inclement weather, the alternate dates will be May 1-2, 2021. Motion by K. Trullinger second by Richter to allow each household to dispose of up to 4 tires at no cost on this weekend only. Aye: all. Motion carried.



The Annual Pet Clinic will be April 24, 2021 at the Public Works Shop from 10 a.m. to noon. Notices will be posted for both.



SPECIAL LICENSE

Motion by Richter second by Graham to approve SL #21-03 for Moe’s Bar and Grill for an anniversary on May 8th, 2021 at the Community Center. Aye: all. Motion carried.



Motion by Hockenbary second by K. Trullinger to approve SL #21-04 for the investor’s meetings for Wall Meats at the Community Center for April when needed. Aye: all. Nay: none. Motion carried.



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
Randy Miller would like to annex some property into the City but the property is not contiguous. He has been informed that if he plans for the property to be connected to the City water system, he needs to have a 6” main and there needs to be dedicated ROW’s for streets.
The District Meeting will be held virtually on March 31, 3021. The link for that will be sent as everyone interested was registered.
The Kindergarten Celebration will be held Tuesday May 11, 2021 at the Community Center at 6:00 p.m.
The equipment has been moved in to start work on the sewer at Cecilia Lane when it dries up.
Being no further business Mayor Hall adjourned the meeting at 6:25 p.m.
