MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 4:30 p.m. in the Community Center on June 3, 2015.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Larry Graham, and Kathy Trullinger. Absent: Laurie Holloway.  Also present: Finance Officer Meri Jo Anderson, PW Supervisor Tim Hall, Deputy McPherson, Judy McKay, Cheryl Hubbard, Tom Libertin, and Dianne Trullinger. The meeting was called to order by Mayor Jack Trullinger.

Motion by K. Trullinger second by Graham to approve the agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by Graham second by Buchtel to approve the May 20, 2015 as published.   Aye: all.

PUBLIC WORK SUPERVISOR

  • The Sami Jo Pool is now open.
  • Hired Riley Jensen for summer help.
  • EZ street will be put on to fill pot holes and hope to start chip sealing in July. They will hold off on “C” Ave until the engineering is done.
  • The 88 Buick Regal needs to be listed as surplus property, since no one uses anymore (a resolution to surplus will prepared for the next meeting). The Council will sit as an appraisal board or declare it scrap.
  • Mosquito spraying will be done in about three weeks if weather allows. It costs between $800.00 and $900.00 to spray City. They are currently putting mosquito briquettes in the standing water.

 

COMMUNITY CENTER

The cleaners gave their two weeks’ notice today, they are too busy to continue cleaning. Anyone interested in taking this job on should contact City Hall.

 

LAW ENFORCEMENT

Deputy McPherson presented his written monthly report.  He reported there have been several complaints on dogs excessively barking at a house on “A” Ave, disturbing the peace of the neighborhood during the day. The citizens present will sign written complaints and get a couple more from the neighbors. They would like something done to stop the noise and disruption to their days. Deputy McPherson will issue a ticket when the written complaints are received. When a kennel license is needed was also discussed.

 

MOWING

The Mayor has been calling various citizens to request they mow their property instead of issuing abatements. Mr. Libertin requested the ditch on the north side of his property be mowed by the city, since it is too steep for him to mow.

Ordinance Number 15-07, an ordinance to amend the provisions to the current zoning ordinance to include agricultural related business services and structures, received its second reading.  Motion by K. Trullinger second by Grahm to accept the second reading of Ordinance Number 15-07. Roll call vote. Aye: Buchtel, Graham, and Trullinger. Nay: none.  Motion carried.

SUPPLEMENTAL BUDGET ORDINANCE

 

BE IT ORDAINED by the New Underwood City Council that the following amounts be appropriated to the 2015 budget to meet the obligations of the municipality: 101/430/436 (bobcat broom) – $5000.00; 101/432.3/425 (repair garbage truck) – $2500.00;  601/433.4/425 (well pump repair) - $9,000.00. Means of finance: undesignated funds from 2014.

This ordinance adds $15,896.37 to the 2015 budget.  Motion by Graham second by Buchtel to accept the second reading of Ordinance Number 15-08. Roll call vote. Aye: Buchtel, Graham, and Trullinger. Nay: none.  Motion carried.

BE IT ORDAINED by the Common Council for the City of New Underwood that Article IV; Planning & Zoning; CNU Form #1 be amended to add:

 

  • For new construction or relocations, please mark on permit the location of the curb stop. Curb stops & riser must be metal.

BURN PIT BAN

Resolution  Number 15-05 was passed on April 15th banning burn pits until the Council determined the fire conditions are safe, and Councilor Trullinger requested the Council revisit the issue.  Motion by Buchtel second by Graham to lift this burn ban and readdress when dry again.  Aye: all.  Motion carried

 

BUILDING PERMITS

BP#15-07; Trustin Lehmann; 306 S. “A” Ave; two smaller windows

Motion by K. Trullinger second by Graham to approve this permit.  Aye: all.  Motion carried.

BP# 15-08; Jason Winegar; 110 N. “B” Ave.; garage

Moved by Buchtel second by K. Trullinger to deny this permit. Aye: all.  Motion carried.  (Set backs were not met.)

 

OTHER ITEMS DISCUSSED:

1.  The finance officer has school in Pierre next week.

Being no further business Mayor Trullinger adjourned the meeting at 5:35 p.m.
