  • MINUTES OF THE

    NEW UNDERWOOD CITY COUNCIL

     

    A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on July 16, 2014.  Present were: Mayor Jack Trullinger, Council member’s: Rikka Buchtel, Larry Graham, Laurie Holloway, and Kathy Trullinger. Also present: Finance Officer Meri Jo Anderson, Dir. of Public Works John Bale, Dustin Willett, Kent White, Monte Sandal, Doug Gimpel, Lee Lassegard, and Dianne Trullinger.  The meeting was called to order by Mayor Trullinger.

     

    AGENDA

    Motion by K. Trullinger second by Graham to approve the agenda.  Aye: all. Motion carried.

     

    MINUTES 

    Moved by Buchtel second by L. Graham to approve the July 2, 2014 minutes as presented.  Aye: all.  Motion carried. 

     

    BUDGET & BALANCE SHEETS

    The governmental funds balance sheets for the first six months and the preliminary budget sheets were presented to the Council.  Budget Hearing 5:30 August 6, 2014.

     

    PUBLIC WORKS

    • Distributor is still being repaired.

    • Signs have been put up.

    • Alley repair being done.

    • Hydrant repaired.

    • Drainage ditches will be mowed.

       

      EMERGENCY MANAGEMENT

      Dustin Willett, Emergency Management Director, thanked the Council and Staff for being one of the City’s in western South Dakota who took storm atlas in stride and handled their own problems. He is available to take calls or concerns anytime.

       

      SAMI JO POOL

      The Finance Officer reported the Pool is going well, swim lessons are last week of July and start again August 11, 2014. Adult swim is Monday nights now from 6:30 p.m. to 8:30 p.m.

       

      PARK

      Earthworks, Inc. is well into the park renovation project and it is looking good. They direct wired the electric for the sprinkler. Volunteers are needed to put up park equipment, if you are interested in helping, please contact city hall.

       

      HOME OCCUPATION & FEDERAL FIREARMS LICENSE

      Lee Lassegard presented a letter requesting permission for a home occupation to sell firearms, parts, and ammunition out of 418 S. “C” Ave. and permission & support from the city to apply for a federal firearms license. After discussion it was moved by Buchtel second by Graham to allow the home occupation and write a letter of permission and support for the federal firearm license. Aye: all. Motion carried.

       

       

      RECONSTRUCTION PROJECT FOR NORTH “C” AVE.

      The estimate from Gossard Dirtwork is still approximately $30,000.00 for drainage and street work on north “C” Ave. Mr. Gossard also suggested an engineer be hired to come up with a plan and estimate for this work. Discussion continued on possible solutions and budgeting of monies. The Council instructed the finance officer to try to put $10,000.00 in the 2015 budget to get this project started.

       

      GIMPEL PLATTING

      Doug Gimpel spoke to the Council on the plan to plat out two more lots. Discussion on these lots that will be on the west side of North “C” Avenue followed and included the need for 20’ dedicated right of way on the south side, a neighborhood park, water and sewer access, the trees. The Council thanked him for working with them on the dedicated right of way and told him to proceed with the preliminary plats.

       

      NESS PLAT

      The plat to divide the Ness property into two lots were presented to the Council whereupon Resolution Number 14-03 was introduced.

       

      RESOLUTION NUMBER 14-03

       

      WHEREAS a plat of Ness Addition Blocks 1 & 2 to the City of New Underwood, A subdivision of the SW1/4 of the SE1/4 of Section 31, Township 2 North, Range 11 East of the Black Hills Meridian, New Underwood, Pennington County, South Dakota, was submitted for the purpose of examination and approval by the governing body, and

       

      WHEREAS it appears that said plat conforms with the system of streets and alleys of the existing plat of said City and additions thereto, and that all municipal taxes and special assessments have been fully paid and that the plat of said lots had been executed according to law, and

       

      NOW THEREFORE BE IT RESOLVED that the plat of Ness Addition Blocks 1 & 2 to the City of New Underwood, A subdivision of the SW1/4 of the SE1/4 of Section 31, Township 2 North, Range 11 East of the Black Hills Meridian, New Underwood, Pennington County, Pennington County, South Dakota be and the same is hereby approved and the Finance Officer of New Underwood is hereby authorized to endorse on such plat a copy of the resolution and certify as to its correctness.

      Motion by Holloway second by Buchtel to approve resolution number 14-03 pending receipt of the Mylar copy. Roll call vote. Aye: Buchtel, Graham, Holloway, and K. Trullinger. Nay: none. Motion carried.

       

       

       

      CLOSING STREET AND STREET DANCE

    A request from Moes to the Council about holding a street dance on July 26, blocking off “A” Ave between Pine and Oak with open container allowed in this area. The same restrictions will be adhered to as in previous years: that there is access for emergency vehicles and residents who live in this area; allowing for open container; and wrist bands are used.  Moved by Buchtel second by Holloway to approve these requests with all previous years requirements. City will provide signs and barricades.  Aye:  all.  Motion carried.

     

    OTHER ITEMS DISCUSSED:

    1. Elected official workshop this week, rooms at Ramkota, send agenda to Council.

    1. The Council had no problem or requirements for a proposed day care, since state law covers the requirements.
    2. Mayor attending the Governor’s appreciation dinner tomorrow night.
    3. Abatement on dogs at large was sent.
    4. No one came forward to be the dog catcher, and the Council agreed the liability problem was a concern.
    5. Community Center will have a movie night August 15 instead of Bike rally.

     

     

    Being no further business Mayor Trullinger adjourned the meeting at 7:50 p.m.
