MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL

 

A regular meeting of the New Underwood City Council was held at 6:05 p.m. in the Community Center on April 15, 2015.  Present were: Council member’s: Larry Graham, Laurie Holloway, and Kathy Trullinger. Absent: Mayor Jack Trullinger & Rikka Buchtel. Also present: Finance Officer Meri Jo Anderson, PW Supervisor Tim Hall, Kimmy Winegar, and Doug Gimpel. The meeting was called to order by Council Vice President Graham.

 

AGENDA

Motion by Holloway second by K. Trullinger to approve the agenda.  Aye: all. Motion carried.

 

MINUTES 

Moved by Holloway second by K. Trullinger to approve the April 1, 2015.   Aye: all.  Motion carried. 

 

PUBLIC WORK

  • Garbage route takes more man hours than it should and PW will look at different ways to make changes so as to minimize the distances and time required.
  • New Bobcat was delivered and the first time they used it, a break down occurred.       We now have a loaner. When the new bobcat is returned we will have the new brush on it.
  • EZ Street will be delivered in a couple of weeks.
  • The park equipment that was north of the shop has been taken out to the well house and will be put up when the park committee can get together.

 

COMMUNITY CENTER COMMITTEE

  • Kimmy Winegar gave an update on the Community Center Committee plans.
  • They will help with kindergarten celebration May 13, 2014 by setting up, decorating, providing the corsages, and tear down.

  • They will start weekly roller skating June 1 on Mondays from 6:30 to 8:30 p.m.
  • Community Pot Luck July 3 with fireworks following.

     

    INSURANCE

    The Finance Officer met with a representative of the Public Assurance Alliance and we will get a quote from them on the property coverage at renewal time.

    The Finance Officer also met with the work comp. representative and received a break down of our experience rating and ways to lower the premium.

     

    BURN PIT BAN

    Resolution Number 15-04 was introduced.

     

    RESOLUTION NUMBER 15-05

     

    WHEREAS the New Underwood City Council has determined that fire conditions are extremely high, and

     

    WHEREAS the city ordinance prohibits burning within the city limits, except for fire pits and food grills, and

     

    WHEREAS the New Underwood City Council would like to minimize the risk of fire within the corporate limits, and

     

    NOW THEREFORE BE IT RESOLVED by the Common Council of the City of New Underwood that burning in fire pits will not be allowed until the New Underwood City Council determines the fire conditions are safe to lift this ban.

    Moved by Holloway second by K. Trullinger to approve Resolution Number 15-05. Roll call vote. Aye: Graham, Holloway, & K. Trullinger. Nay: none. Motion carried.

     

    PRELIMINARY PLAT GIMPEL

    Doug Gimpel presented his preliminary plat for two additional lots along “C” Ave. The Council asked questions about dedicated right of way versus utility easement on the rear of these lots, future plans, the proposed park, and the “4” inch sewer service line that services these houses, which is Mr. Gimpel’s responsibility. This plat will be put on the agenda for May 6, 2015, since the open meeting law of 24 hour notice to the public had not been met.

     

    NORTH “C” AVE PROJECT

    Money was put in budget to hire an engineer to design a plan to repair North “C” Ave. Mr. Gimpel felt it would not take that much to repair the street. He proposed removing old chip seal, reestablishing a crown in the road, and chip sealing for a few years, instead of a $32,000.00 project. He volunteered to help when Mr. Hall is ready to undertake this project.

     

    SCHOOL CLEAN UP DAY

    The school will have a clean-up day on May 5, 2014 and would like the city’s help with dump trucks or whatever to help out. This is a regular garbage pick up day, so the Council agreed that public works department could help all they can with the time they can make available.

     

    OTHER ITEMS DISCUSSED:

  1. The finance officer presented the governmental funds sheets.

  2. Gave Mr. Carmichael the info for a building permit.

  3. Winegar’s will have their building permit put on the agenda for the next meeting.

  4. Caretakership ordinance.

  5. Pet Clinic is Saturday.

  6. Clean Up week-end next week end.

  7. Question on culvert and if the city must place.

     

    Being no further business Vice President Graham adjourned the meeting at 8:00 p.m.
