MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on May 18, 2021. Present were: Mayor Teresa Hall, Councilmembers: Larry Graham, Tera Hockenbary, Tara Richter and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Public Works Director Tim Hall, Lawrence Hockenbary, Randy Miller and Caleb Dustman. The meeting was called to order by Mayor Hall with the Pledge of Allegiance following.



AGENDA

With the addition of the SDPAA Property Overview recommendations it was moved by Graham second by Richter to approve the agenda. Aye: all. Nay: none. Motion carried.



MINUTES

Motion by Hockenbary second by Richter to approve the May 4, 2021 regular meeting minutes. Aye: all. Nay: none. Motion carried.



PUBLIC WORKS

SDARWS helped repair two fire hydrants.
The parts are in for the chipper but it needs to be tested to see if it runs correctly.
POOL MANAGER

The pool staff is getting the pool ready for the summer, they are hoping to open June 1, 2021.
They plan to have one morning session and one evening session for swim lessons this summer.
The pool needs one more worker 15 years or older to be a lifeguard this season, certification and recertification for lifeguards will be done at the end of May, 2021 in Phillip.
MAYOR

Thank you to the school staff and students for participating in the Pride Day projects. The mural and park sign look great.
Budget training will be in Rapid City on June 23, 2021.
The elected officials’ workshop will be July 14, 2021 in Pierre.
SPECIAL MEETING

As there are many questions and comments about the water and sewer study there will be a special meeting held May 26, 2021 at 6:00 p.m. at the community center.



BUILDING PERMITS

Motion by Richter second by Graham to approve Building Permit #21-12 for Ruth Blesh at 100 W. Linn St. to put an 8’ x 10’ metal shed on her lot. Aye: all. Nay: none. Motion carried.

Councilor Graham did the inspection on the 16’ x 80’ mobile home for Building Permit #21-13, that Willy Paradis paid for. Motion by Graham seconded by Richter to approve Building Permit #21-13 to move the mobile home onto the lot located at 110 S. C Ave., pending payment of the skirting deposit of $750.00, needed repairs be done to the trim and siding, and the skirting must be in place within 30 days for the return of this $750.00 deposit. Aye: all. Nay: none. Motion carried.



Moved by Hockenbary second by K. Trullinger to approve Building Permit #21-14 for Yolanda Pace at 201 W. Elm St. for a 32’ x 40’ garage and to approve a 30’driveway for easier access to their front door. Aye: all. Nay: none. Motion carried.



MATZ SUBDIVISION PLATS

Randy Miller asked for the Council’s thoughts on if they would consider supplying multiple one acre lots with city utilities and what would be required. After much discussion on the possibility of running the City sewer line up that way, how to interpret the Subdivision Section of the City Ordinance concerning septic systems, how the water lines would be run and the need for a 70’ right of way for access to the properties, the Council said they would like to hear what the engineers have to say about the feasibility of, and a plan for, the water and sewer lines before they commit to anything.



THREE MILE JURISDICTION

A plat to the west of New Underwood was received at the County, a small portion of this plat is in the city’s three-mile jurisdiction. The Pennington County Planning and Zoning Director, Brittney Molitor, asked how the Council wanted to handle this. Motion by Graham second by K. Trullinger to have the County take care of this plat. Aye: all. Nay: none. Motion carried.

OATH OF OFFICE

Mayor Hall administered the Oath of Office to Councilors Larry Graham and Kathy Trullinger.



COUNCIL PRESIDENT & VICE PRESIDENT

The Mayor read the duties of the Council President and Vice President. Councilor Graham nominated Tara Hockenbary for Council President. This motion died with lack of a second.

K. Trullinger nominated Larry Graham for Council President, Hockenbary seconded this nomination. Aye: Hockenbary, Richter, K. Trullinger. Nay: Graham. Motion carried. Motion by K. Trullinger second by Richter to appoint Tara Hockenbary as Council Vice President. Aye: Graham, Hockenbary, Richter and K. Trullinger. Motion carried.



APPOINTMENTS, LEGAL NEWSPAPER & OFFICIAL DEPOSITORY

Mayor Hall made the following recommendations for appointments: Finance Director – Meri Jo Anderson; Finance Officer – Kristi Pritzkau; Director of Public Works – Timothy Hall; Law Enforcement – Contract Pennington County Sheriff. No lawyer has been chosen as of yet. Motion by Graham second by Hockenbary to approve these appointments. Aye: all. Nay: none. Motion carried. Mayor Hall administered the Oath of Office to Meri Jo Anderson and Kristi Pritzkau.



The Mayor recommended designating the Pennington County Courant as the legal newspaper (Reference: SDCL 9-12-6), First Interstate Bank and SD Public Funds Investment Trust as the official depositories of City funds. Motion by K. Trullinger second by Richter to approve these designations. Aye: all. Nay: none. Motion carried.





SDPAA INSURANCE

Motion by K. Trullinger second by Graham to approve the recommended increase in valuation for certain properties with the SDPAA. Aye: all. Nay: none. Motion carried.



OTHER ITEMS DISCUSSED:

Governmental fund sheets were presented.
Larry Gossard is starting the road work at Cecilia Lane.
A proposed draft of a medical marijuana ordinance was presented to the Council and will be up for consideration for the first reading at the June 1st meeting.
Being no further business Mayor Hall adjourned the meeting at 7:07 p.m.
