                                                        MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

  

A regular meeting of the New Underwood City Council was held at 6:00 p.m. in the Community Center on April 15, 2009.  Present were: Mayor Benita R. White, Councilmember’s: Michael Green, Tyler Richter, and John Torrey.  Absent:  Jack Trullinger. Also present:  Finance Officer Meri Jo Anderson, Dir. Public Works Greg Hall, Deputy McPherson, Cris Allen, and Linda Morrison.

  

AGENDA

Moved by Green second by Torrey to approve the amended agenda.  Aye: all. Motion

carried.

 

MINUTES                                                               

Moved by Torrey second by Green to approve the April 1, 2009 minutes as presented.  Aye: all.  Motion carried.

 

TRANSFER

Motion by Richter second by Green to transfer monies from the general fund:  $20,000.00 to water and $20,000.00 to sewer.  Roll call vote.  Aye:  Green, Richter, and Torrey.  Nay: none.  Motion carried.

 

SRF LOAN

The Finance Officer reported the application for the SRF monies is nearing completion.  BH Council will be down for the public hearing on this loan May 6, 2009. 

 

GOVERNOR’S EC. DEV. CONFERENCE

The Finance Officer reported on the Conference she, Larry Graham, and Bill Richter attended in Pierre this week. The speakers and information the NU Ec. Dev. Corp. obtained will be very useful.  Throughout the Conference they stressed that the City and the Ec. Dev. Corp. must work hand in hand to make any project a success.

 

MAYORS MEETING

Mayor White reported that Councilman Green had attended the Mayors meeting for her March 26 in Sturgis.  A copy of the minutes of this meeting was inserted in the Council packets.  She thanked him for going in her place.

 

ANNUAL AMBULANCE MEETING

Motion by Richter second by Green that the Ambulance Dept. pay the same amount of rent for the Community Center as last year, which was the $40.00 charge for service clubs.  Aye: all.  Motion carried.

 

NORTH WELL HOUSE

A letter from Golden West requesting permission to bury fiber line for the Verizon Tower on the north well house land was presented.  Discussion followed with questions on congestion of utilities, waterline complications, and land reclamation.  Moved by Green second by Richter to table this application for utility permit until they could meet with Wayne Davis.  Aye: all.  Motion carried.

 

 

FEMA MEETING

The Finance Officer reported on the Federal Emergency Management meeting she attended in Rapid City last Thursday.  They went over the requirements of the program, which New Underwood is already complying with.  They also recommended citizens still purchase flood insurance even though it is not required, since the federal government can only pay assistance at the maximum amount of $30,300.00 to any one household if you have a disaster.  So if you lost everything this amount would not cover your lose.

 

STIMULUS PROGRAM

The Mayor reported on a program in the stimulus package that has put the Summer Youth Experience Work Program back in place.  This program allows you to hire 14 to 24 year olds to work for the City this summer, full time,  from May to September.  Motion by Richter second by Green to authorize the Finance Officer’s signature on any and all paperwork to enroll the City in this program.  Aye: all.  Motion carried.

 

BUILDING PERMIT

BP09-07; David Flint; 103 S. “C” Ave; Storage Shed

Moved by Richter second by Torrey to approve this permit and a variance on set backs to the south pending the permission letter from the adjoining property owner and staking it out.  Aye:  all.  Motion carried.

 

OTHER ITEMS DISCUSSED:

1.      District Meeting in Custer April 22, 2009

2.      If the road to the dump stays too wet clean up day will be postponed until May 2 & 3.  Notices will be posted, if it is postponed.  The Pet Clinic will be held on April 26.

3.      Two new tires were put on the backhoe.  A used wheel was put on the garbage truck.

4.      Graveling around the public works shop was discussed. 

5.      Alderman Torrey thanked Deputy McPherson for coming to the last few fire calls.

6.      The chains on the autocar are working well. 

 

 

Being no further business the Mayor adjourned the meeting at 6:35 p.m.
