MINUTES OF THE
NEW UNDERWOOD CITY COUNCIL
A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on January 3, 2018. Present were: Mayor Jack Trullinger, Councilmembers: Teresa Gossard, Larry Graham, Karin Shoemaker, and Kathy Trullinger. Also present: Meri Jo Anderson, Finance Director, Kristi Pritzkau, Finance Officer, Dir. of Public Works Tim Hall, Sargent Harkins, Deputy Jeff Jones, Eva Clarke, Bill Tines, Amy Huether, Jace Huether, and Ronnie Racicky. The meeting was called to order by Mayor Trullinger.

FINANCE DIRECTOR
Meri Jo Anderson reported on the December meeting of the SDML Board of Directors.
DIRECTOR OF PUBLIC WORKS
They burned the dump today, and water was off for a while today on A Ave. from Ash to Elm so that a leak could be repaired.
LAW ENFORCEMENT
Deputy Jones presented his written monthly report. He was asked about the incident on Pine that he responded to tonight, he said the volunteer fire department had shown up before him to investigate the gas smell that was reported.
SCHOOL TENNIS COURT RESURFACING
The Council heard from Bill Tines about plans to repair the basketball court at the school. It was asked if the council would be willing to help with the removal of the asphalt, Tim will check into whether the City can accept it at the dump. It was also asked if cold mix could be donated by the City, as it will be needed to bond the new concrete to the old asphalt, decisions on these requests will be made once the school decides when they are going to pursue this project. Moved by Graham second by Gossard to approve a donation to the school of up to 1/2 the bill, not to exceed $3,500; all monies to be run through the school. Roll call vote. Aye: Gossard, Graham, Shoemaker, and K. Trullinger. Nay: none. Motion carried.
MAYOR
Mayor Trullinger wished everyone a Merry Christmas and Happy New Year since he was not able to attend the last meeting. He also commended Council President Gossard on her good job overseeing the meeting on Dec. 20, 2017. He reported that the three abatement letters were sent out concerning 513 S. A Ave.
RETIREMENT PARTY
We are having a retirement party for Meri Jo Anderson on January 13, 2018 at the Community Center at 2 p.m. to thank her for her years of dedicated service to the community. There will be Hors d’oeuvres and refreshments available; the public is welcome to attend to help us with this celebration. Finance Officer was instructed to put an ad in the paper for this event.

Disturbing the peace Any act, or omitting to perform any duty, which act or omission allows noises to emanate from any covered property or vehicle which disturbs the public peace, health, or safety of residents, which shall include, but not limited to, the use of Jake Brakes (engine retarders, the barking of dogs, defective vehicles, excessively loud playing of television or audio equipment such that it disturbs the peace beyond fifty (50) feet outside the residence or vehicle in which the sounds is produced or received.

AUTHORIZING RESOLUTION
INTERGOVERNMENTAL CONTRACT FOR THE SD PUBLIC ASSURANCE ALLIANCE
WHEREAS, the City of New Underwood is authorized by the State of SD to join or reaffirm their membership in a local government risk pool known as the South Dakota Public Assurance Alliance, and
WHEREAS, the City of New Underwood includes the contract in its entirety in this resolution (SDPAA 1/2018) and,
NOW THEREFORE BE IT RESOLVED that the City of New Underwood hereby designates the Mayor and/or Finance Officer to act as signatory on the intergovernmental contract with the South Dakota Public Assurance Alliance including all other documentation and to provide such additional information as may be required by the State of South Dakota.

The Council was presented with the correspondence from 111 N. C Ave. concerning the water bill owed. The Council’s prior decision still stands. This item will not be on the agenda again.
The Council will let the Finance Office know by Jan. 16, 2018 if they plan to attend the Legislative Rib Dinner and Legislative Session on Feb. 6 and 7, 2018 in Pierre.
402 S. B (Libertin) property is in the process of being cleaned up.
