MINUTES OF THE

NEW UNDERWOOD CITY COUNCIL

A regular meeting of the New Underwood City Council was held on December 15, 2004, at 6:00 p.m. Present were: Mayor Benita White, Councilmembers: Jackie Dahlquist, Michael Green, Tyler Richter, and LeeAnn Schumacher. Also present: The Fin. Officer Meri Jo Anderson, Dir. of Public Works Greg Hall, Asst. Finance Officer Teresa Gossard, Asst. Dir. of Public Works Jack Trullinger, Officer Wardle, Dena & Joe Whitney, and Dan Hall.

AGENDA

Moved by Richter second by Schumacher to approve the agenda. Aye: all. Motion carried.

MINUTES

Motion by Dahlquist second by Schumacher to approve the Dec. 1, 2004 minutes. Aye: all. Motion carried.

FINANCIAL REPORT

The Finance Officer presented the governmental funds statements. Motion by Schumacher second by Richter to transfer from contingency: $1700.00 to Sewer and $300.00 to Water. Roll call vote. Aye: Dahlquist, Green, Richter, and Schumacher. Nay: none. Motion carried.

DUMP

The dump will not be opened and manned the first and third Saturdays until Spring. Citizens may continue to get the key at City Hall during regular office hours.

DENR inspected last week and estimate the tire pile at 36,000.

LAW ENFORCEMENT

Officer Wardle will start training next week.

Alderman Schumacher reported she had complaints on dogs running at large. Officer Wardle will speak to the individuals she named.

SPIKING PERMIT

Moved by Richter second Dahlquist to approve this permit. Aye: all. Motion carried.

BUILDING PERMITS

BP#04-43; Ford Dodds; 101 S. Janklow; house & garage

BP#04-44; Daryl Anderson; 412 S. "A" Ave; garage door

Motion by Richter second by Green to approve BP#04-43 & 04-44. Aye: all. Motion carried.

Dena and Joe Whitney spoke to the Council about digging a basement and moving their house back to the west on their lot. The Council said a building permit would be needed for this.

WATER & SEWER AVAILABILITY REQUESTS

Ford Dodds; 104 S. Janklow

Ford Dodds; 101 S. Janklow

Moved by Richter second by Green to approve these water and sewer availability request for Ford Dodds pending payment on 101 S. Janklow. Aye: all. Motion carried.

2005 INSURANCE PROPOSAL

The 2005 insurance proposal was presented. Motion by Dahlquist second by Schumacher to approve the proposal for the 2005 insurance package. Aye: all. Motion carried.

EMPLOYEE INCENTIVE

The Council again brought up consideration of bonuses for the 4 permanent employees. Last year the Council wanted this policy to be reviewed yearly. Motion by Dahlquist second by Schumacher to approve paying a Christmas bonus of $10.00 per year of service to each permanent employee, not to exceed $100.00. Aye: Dahlquist, Green, Richter, and Schumacher. Motion carried.

OTHER ITEMS DISCUSSED THROUGHOUT MEETING

  1. Legislative Day in Pierre is scheduled for Feb. 1 & Feb. 2.
  2. Gross Alpha Violation letters for the fourth quarter presented.
  3. Special School Board meeting on Jan. 6, 2005 to talk about growth.
  4. Mayor White will attend the school board meeting following the City Council meeting to help her committee get funding to purchase a stage.

Being no further business the Mayor adjourned the meeting at 6:35 p.m.
