Minutes October 16, 2019


A regular meeting of the New Underwood City Council was held at 6:00 p.m. at the Community Center on October 16, 2019. Present were: Mayor Jack Trullinger, Councilmembers: Larry Graham, Karin Shoemaker and Kathy Trullinger. Via teleconference: Teresa Gossard. Also present: Finance Director Meri Jo Anderson, Finance Officer Kristi Pritzkau, Dir. of Public Works Tim Hall, Dawn Wood, and Ava Krebsbach. The meeting was called to order by Mayor Trullinger with the Pledge of Allegiance following.


Motion by K. Trullinger second by Shoemaker to approve the agenda. Roll call vote. Aye: Gossard, Graham, Shoemaker and K. Trullinger.


It was moved by Gossard second by Graham to approve the October 2, 2019 Council meeting minutes. Roll call vote. Aye: Gossard, Graham, Shoemaker and K. Trullinger.


Hope to be done by November 1, 2019 installing new meters, they are working some Saturday’s and some evenings in order to catch more people at home.
The dump will be closed for the season on weekends but the key is still available at City Hall for access during the week if weather permits.
A snow plow was purchased for $7,200.00 that will make snow removal much more convenient.


There is a Mayor’s meeting scheduled in Wall on October 24, 2019.
Letters were sent to property owners concerning curb stops that need cleaned out or replaced so that new meters can be installed at the residences.
Building Permit #19-27; 10’ x 12’ shed for Larry Martin at 201 S. Monroe was turned in too late to be put on the agenda but Mayor Trullinger informed the Council that it does meet setbacks and the residents plan to start building this before the weather turns bad. It is on the Agenda for the next meeting November 6, 2019.


It was moved by Gossard seconded by Shoemaker to approve BP #19-25 for Isaac Malsom to tear down the white garage at 200 E. Pine St. Roll call vote. Aye: Gossard, Graham, Shoemaker and K. Trullinger. It was moved by Graham seconded by K. Trullinger to approve BP #19-26 for a 60’ x 60’ addition to a building at 22723 161st Ave for Travis Madsen. Roll call vote. Aye: Gossard, Graham, Shoemaker and K. Trullinger.


Dawn Wood had written a letter to Mayor Trullinger concerning the 70’ dedicated right of way for the Wood Subdivision. She sent an invoice dated October 4, 2019 to the City of New Underwood for $15,000.00 for this area. Mayor Trullinger read aloud a letter that was sent to Dawn and Steve Wood on January 27, 2004 stating the City would place this road on the City Street System if it was brought up to City Code. She said she will call her lawyer, Mayor Trullinger and the Council agreed that the conversation was done.


Governmental fund sheets were presented by the Finance Officer.
There is a meeting scheduled for October 29, 2019 at 9 a.m. to 11 a.m. in Box Elder concerning a study being completed by the SDSM&T on behalf of the West Dakota Water Development District. The study looks at the need for and feasibility of providing water from the Missouri River to the Black Hills, including points along the way. Mayor Trullinger and the Councilors are interested in attending.

Being no further business Mayor Trullinger adjourned the meeting at 6:20 p.m.
